Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.  
     
Tasks and Responsibilities    
     
   

Under the supervision of the Head of the Human Dimension Department (HDD) and the overall guidance of the National Legal Officer/HDD the incumbent:

  1. Participates in HDD cluster-project formulation (including budget), commenting on pertinent issues and coordinates as directed by the National Legal Officer;
  2. Supports the National Legal Officer in reviewing implementing partner agreements, memoranda of understanding, project related commercial contracts, etc;
  3. Contributes to comments on legislative proposals and provides legal inputs on variety of issues relevant to the HDD and the Mission;
  4. Translates legal documents and correspondence, and interprets at meetings with relevant interlocutors;
  5. Provides legal and technical support and cooperates with national and international partner institutions, under the guidance of the supervisors;
  6. Reports about novelties published in the Official Gazette, Rule of Law issues reported in the news and maintains a repository of information (legal library) at the disposal of the Department and the Mission as a whole;
  7. Performs other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of the former Yugoslav Republic of Macedonia.
  • Completed secondary education supplemented by studies or vocational training in Legal matters.
  • Minimum 6 years of experience in a legal capacity preferably in a national or international institution dealing with human rights and legal issues, with established capacity for acting with sensitivity, discretion and confidentiality.
  • Excellent written and oral communication skills in English and Macedonian, specifically in legal terminology. Knowledge of other languages of the region would be an asset.
  • Knowledge and experience in translating legal documents and in interpretation at meetings or interviews.
  • Computer literate with practical experience in Microsoft packages.
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,564.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
