The National Programme Officer, under the direct supervision and guidance of the Policy and Planning Officer, supports the quality control of monitoring and reporting on programmatic implementation and drafting of programme budget and reporting documents, with a primary focus on politico-military and human security programmes. |
|

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Assists the Policy and Planning Officer in reviewing and editing project documents (concepts, proposals, amendments and notes) and reports, as well as inputs for the Unified Budget Cycle documents (Programme Outline, Unified Budget Proposal and Programme Budget Performance Report); collects and follows up with programmatic staff or monitoring and evaluation (M&E) focal points in each dimension on information requested by the Policy and Planning Officer;
- Collects, registers, reports and maintains information and documentation on programmatic activities and how they contribute to delivering programmatic goals; to this end, the incumbent liaises with M&E focal points in each department and relevant programmatic staff, and reports back to the Policy and Planning Officer on department needs and progress; discusses findings with the Policy and Planning Officer to identify implications for the work of the Office as well as rationale and context of project activities, identifies specific problems and solutions; maintains institutional memory to record programme history and in particular, updates databases related to project beneficiaries (disaggregated by age, gender and diversity), geographic scope of project implementation, progress on gender-sensitive indicators, similar projects implemented by other international organizations, etc.;
- Monitors and compiles information on development aid and foreign policies of OSCE participating States, for the purpose of donor analysis and the development of donor strategies; and maintains an ExB contact list with details of contact points in delegations and embassies for reporting;
- Carries out limited research and evaluation of specific projects or project activities as requested by the Policy and Planning Officer; to this end, carries out field visits as needed;
- Attends internal and external meetings and takes minutes as requested;
- Maintains, monitors and updates an events calendar, in close consultation with the focal points in each dimension;
- Translates, where needed, project documents, such as project factsheets, from English to Russian;
- Performs other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in development studies, business administration, economics, political science, international relations, or related field;
- At least two years of relevant work experience;
- At least one year of work experience with monitoring and evaluation;
- Proven professional-level written and oral communication skills in English and Russian;
- Advanced computer literacy with practical experience in Microsoft Office applications.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1351.58 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
