Background

In recent years, the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) has been proactively participating in the development of the security and public safety sector in Kosovo. In order to facilitate the sustainability of progress made by the Kosovo Police (KP) and the Kosovo Agency on Forensic (KAF) the DSPS Police Development and Monitoring Section (PDMS) will continue to support the implementation of activities envisioned in the KP Strategic Development Plan 2016-2020 and the KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and the Police Inspectorate of Kosovo Strategy 2014-2018.

The beneficiaries of this project will have the possibility to improve capacities and their expertise through different trainings and activities which will be based on best practices of European countries. The activities planned in this project will focus on areas related to gender mainstreamed human resource policies within the KP; improved skills and accredited practices and procedures within the KAF; greater understanding of the recording, investigation and prosecution of potential hate crimes by law enforcement entities; further development of the KP distance learning capacities; and improvement of co-operation at the international level by the KP. All activities will be developed and implemented in close co-operation and co-ordination with, inter alia, the staff of both the KP and the KAF.

In order to measure the impact of these activities and to embed progress which has been achieved related to the reduction of human rights violations, the PDMS will continue to proactively monitor human rights compliance and the quality of the training delivered. Activity managers will also proactively advocate with beneficiaries to encourage the participation of women and non-majority communities.

To ensure the objectives of the project, from 02-06 April 2018 OMiK will deliver five-days of training on investigative interviewing techniques, specifically designed for victims, witnesses and individuals identified by police with VERLT potential. The training will be conducted by a qualified international consultant hired by OMIK at the KP facilities. It will be implemented through a range of practices, group discussions/debriefings and interactive scenario based exercises.

The training will target certified trainers from the KP counter-terrorism unit, aiming to further develop the capacities of that unit to effectively and efficiently prevent, investigate and combat crimes and illegal activities related to terrorism and violent extremism. The training will be specifically designed and tailored to address the needs of the KP in the area of the interviewing of individuals involved in terrorism type activities.

The topics covered during the training include:

  • Adult learning techniques
  • Definition of VERLT and related investigation
  • Investigative interviewing techniques in investigating terrorism
  • Considerations during investigation of VERLT potential individuals
  • Using intelligence on VERLT

Objective

The objective of this training is to enhance the training skills and knowledge of the Kosovo police trainers in the field of investigative interview specifically related to suspects and witnesses or other individuals related to Violent Extremism and Radicalisation that Lead to Terrorism.  

Tasks and Responsibilities

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver the agenda, presentations, exercises and case studies to the Chief of PDMS prior to the training under this TOR
  • Conduct five (5) days of Training of Trainers on investigative interviewing on VERLT for twelve (12) KP trainers
  • Assist participants to cope with the challenges that they meet during the training
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDM
  • Produce the final consultancy report and recommendations for further action

Deliverables:

  • By 15  March 2018 submit the final training plan satisfactorily incorporating the PDMS comments, if applicable, to the Chief of PDMS in electronic form;
  • By 30 March 2018 prepare the final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief;
  • From 02-06 April 2018 deliver five (5) days of Training of Trainers on investigative interviewing on VERLT for twelve (12) KP trainers. The training will last from 9am until 4pm each day;   
  • By 30 April 2018 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators:

  • Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the PDMS comments submitted to the Chief of PDMS on time, in the agreed form and of quality satisfactory to the Chief of PDMS
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the PDMS Chief;
  • Positive feedback from the training participants
  • The completed pre course evaluation test and the training evaluation questionnair
  • The final consultancy report is submitted to the Chief of PDMS on time and of quality satisfactory to the Chief of PDMS. 

Qualifications:

  • University degree in Criminology, Sociology or other social sciences
  • Graduated from a Police Academy, police college or university
  • Minimum ten (10) years of police rofessional experience
  • At least five (5)  years of training experience as trainer in the area of Investigation of terrorism and other related areas
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender
  • Flexibility and ability to work under pressure and with limited time frames.  

 

Remuneration Package

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
