Background information:
The OSCE Project Co-ordinator in Ukraine is currently implementing the “Establishing Ukrainian National Reference Centre to Identify Controlled and Toxic Chemicals” Project that will result in the establishment of the National Reference Centre (NRC) for identification of controlled and toxic chemical substances, which is integrated into national and international systems of responses to chemical threats. The NRC will be established within the facilities of the Research Centre for Preventive Toxicology, Food and Chemical Security of the Ministry of Health of Ukraine. In order to establish a fully functional NRC, procurement of high resolution chemical analytical instruments with appropriate training of laboratory personnel is essential as well as development of relevant regulatory basis and standard operating procedures (SOPs) for providing services to the involved authorities and private sector. The NRC should be capable to offer quick and reliable expert opinion on identification and investigation of the nature and characteristics of unknown substances or unidentified chemicals detected during the emergencies. It shall assist governmental agencies responsible for chemical safety and security to satisfy urgent needs of law enforcement agencies for forensic investigations involving toxic chemicals. The establishment of NRC is an important step in enhancing control of dual-use materials, according to Paragraph 3 of the United Nations Security Council Resolution 1540, as well as facilitating preparedness of Ukraine to counter chemical threats. Moreover, the NRC shall serve as a model laboratory and national training platform for knowledge and good laboratory practices dissemination. For the purpose of development of the regulatory basis and SOPs for the NRC the OSCE PCU requires the services of the National Expert .
Please note that this is a consultancy assignment of approximately 30 working days. The expert will be required to work from home with the ability to travel if necessary.
