Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Mission Security Officer, the incumbent:

1. Operates and monitors VHF radio communication, satellite phone, vehicles GPS tracking system, alarm systems and Closed-circuit television (CCTV) system and uses efficiently all these communication and monitoring systems in the event of an incident/accident or crisis. Reports immediately to the direct supervisor for suspicious and unusual activates or situations as well as on fire hazards or security system failure.

2. Operates the OSCE radio communication to mobile teams and field locations, including 24/7 monitoring and logging of the radio traffic;

3. Is responsible for enforcing Staff Movement Control procedures and reporting to the Situation Centre Assistant / Mission Security Officer;

4. Performs daily radio checks, including covering 24/7 other communication lines to the Mission’s Situation Centre including landline, mobile and satellite phones communication;

5. Operates the Situation Centre and covers security guards duties in the headquarters when required;

6. Collects from various sources and disseminates information on daily bases on security incidents or events, which may impact on the security and safety of the Mission. Processes security information and prepares draft reports for their immediate supervisor;

7. Conducts joint overseeing and coordination between Situation Centre and Transport of the GPS vehicle tracking system;

8. Assists the Situation Centre Assistants in preparing and updating the security bulletins and advisories;

9. Assists the Mission Security Officer and Situation Centre Assistants in evacuation/emergency procedures when required;

10. Assists the Situation Centre Assistants and Transport staff in coordination of first response actions in cases of road accidents, thefts/burglaries cases affecting mission members, etc.;

11. Is responsible for operating and issuing of radio and other communication equipment, and for conducting radio communications training for new Mission Members;

12. Performs other duties as required.

     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

• Citizenship of the former Yugoslav Republic of Macedonia

• Completed Secondary education , radio telecommunication training course is an advantage

• Minimum 2 years relevant experience as situation centre/radio operator with established technical skills in handling and maintaining CCTV, radio and communication equipment

• Computer literate with practical experience with Microsoft packages

• Excellent written and oral communication skills in English and in local languages 

• Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds

• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,019.83.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
