Background    
     
   

The Media Section, guided by the request from participating States to expand the role of media in countering VERLT, will seek to build the capacity of media on the subject by facilitating discourse with relevant local, international, and in-house personnel. To provide media with adequate information on Violent Extremism and Radicalization that Lead to Terrorism (VERLT), the Media Section will facilitate a two-day conference to gather leading experts on the subject and facilitate discourse with the media.

Featured speakers and panellist will include an international expert on VERLT, Mission personnel with expertise on the subject, the Deputy Director of Kosovo Police, and an ex-ISIS fighter. RC field offices will be tasked to collect applications from media interested in expanding their knowledge on the issue and desire to acquire accurate and relevant information on VERLT to be used in their reporting, including on the role of public institutions and law enforcement bodies in countering violent extremism.

Objective

The OSCE Mission requires the services of two (2) experienced international consultants for one (1) engagement day to present at the conference about the role of media in countering VERLT. Upon completion of the information sessions the hired international expert will submit final reports with conclusions and recommendations for the future activities in this field.

     
Tasks and Responsibilities    
     
   

The scope of the work performed by the consultants will include the following:

  • Develop and share presentation materials with the activity manager ten days weeks prior to the conference.
  • Prepare and share important materials for the conference beneficiaries.
  • Assisting participants with their learning process by sharing the lessons learned, and encourage them to pose questions and share concerns
  • Produce the final consultancy report and recommendations for further action which have been identified during the course of the conference

Deliverables

  • Five days before the event (latest by 12 March 2018) the consultants prepare and submit their presentations and other relevant materials to the activity manager
  • Incorporate all the comments and suggestions from the Mission into their presentations and other materials
  • Deliver during the conference on the role of media in countering VERLT on 16 March 2018
  • Submit the final consultancy reports including assessments of participants, the effectiveness of their presentations, and recommendations for further action

Performance Indicators

  • Presentations delivered as scheduled/planned in a requested format
  • Positive feedback from the course participants (evaluation questionnaire)
  • Final consultancy reports is submitted to the activity manager on time
     
Necessary Qualifications    
     
   
  • University Degree in Political, Religious, Security, Journalism studies or equivalent
  • Minimum of 12 years of relevant experience in media and VERLT related issues
  • Excellent knowledge of VERLT issues
  • Previous experience of working in capacity-building role
  • Good interpersonal skills: ability to interact and maintain a comfortable and relaxing atmosphere.
     
Remuneration Package    
     
    Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
