ODIHR (Office for Democratic Institutions and Human Rights) is the principal institution of the OSCE responsible for the human dimension. It is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and rule of law. ODIHR observes elections, reviews legislation and advises governments on how to develop and sustain democratic institutions. The Office conducts training programmes for government and law-enforcement officials and non-governmental organizations on how to uphold, promote and monitor human rights. In February 2017, ODIHR launched a two-year project “Building a Comprehensive Criminal Justice Response to Hate Crime” to help improve the skills of and collaboration among criminal justice professionals within each of four OSCE countries – Bulgaria, Greece, Italy and Poland – and to improve their co-operation with civil society, to contribute to the building of a comprehensive criminal justice response to hate crime in each of these countries. In Greece, the project in partnership with the Ministry of Justice, Transparency and Human Rights of Greece established a working group tasked to develop an agreement on inter-agency co-operation on addressing hate crimes. The group consisted of representatives of different ministries, criminal justice agencies, judiciary as well as civil society. The agreement was produced in early 2018. Stemming from the general agreement, a sub-protocol on criminal justice response to hate crimes is also being designed. It focuses on the exchange of information between criminal justice agencies as well as data collection on hate crimes. Apart from the inter-agency cooperation, the project liaised with the Office of the Supreme Court Prosecutor in Greece and organized training for 24 prosecutors from all over the country on the topic of identifying and prosecuting hate crimes. In order to present the achievements of the abovementioned project activities, it is necessary to produce a structured national compilation paper outlining the entire process, methodologies and steps undertaken, lessons learned as well as challenges faced. The national compilation paper will accompany the actual agreement, the sub-protocol and the training program which were produced in the course of the project activities. While the latter will be presented as the actual products of the project, the national compilation paper needs to show the vices and virtues of the process that led to their production. The national compilation paper and the products will be presented at a national workshop scheduled for May 2018 in Greece. With the purpose to spread the good practices and lessons learned across the OSCE area a generic methodology on inter-agency co-operation on addressing hate crimes needs to be developed. It will be based on the conclusions and recommendations of the national conference in Greece. The generic methodology will present the methodological principles for successful development of inter-agency cooperation on hate crimes. It should list the relevant stakeholders, the preparation and establishment of the working group, the drafting of the agreement and other products and methods for reaching consensus among the members of the working group. The general methodology should provide guidance to other countries interested in strengthening their inter-agency cooperation on addressing hate crimes. ODIHR therefore requires the services of an expert with knowledge of inter-institutional cooperation in designing policies and drafting methodologies on matters of criminal law (preferably hate crimes). |

The assignment is for up to 22 working days between 19 March 2018 and 30 July 2018. Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with OSCE established rates. Travel expenses will be covered by ODIHR according to OSCE travel policy. |
