General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

First level university degree or equivalent experience

 

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • First-level university degree in law, human rights, political science, international relations, art and culture, or any other related field; work experience in the implementation of activities or in monitoring and reporting, policy making or legislative drafting in the area of human rights, property rights, cultural heritage or inter-cultural dialogue;
  • Good knowledge of international human rights standards;
  • Analytical and problem solving skills;
  • Professional fluency in spoken  English language;
  • Excellent drafting and analytical skills in English language with the ability to plan, elaborate, produce and review reports for publication falling within the programmatic priorities of the Section;
  • Ability to operate windows applications, including word processing and e-mail;
  • Flexibility and ability to work under pressure and with limited times frames;
  • Cultural sensitivity and judgement;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Desirable:

  • Experience in supporting the drafting of project proposals;
  • Understanding and awareness of cultural heritage related standards or of  methodologies and techniques related to inter-cultural dialogue;
  • Knowledge of the regional political situation and the legal system in the Mission area;
  • Knowledge of any of the local languages or most common lingua franca spoken in the Mission area.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of Section (Property, Cultural Heritage and Inter-Faith Dialogue section), the incumbent will perform the following duties:

 

  1. Reviewing and drafting internal and external reports produced by the Section and by the Human Rights and Communities Department on property and housing rights, cultural heritage or inter-cultural dialogue  related matters – including inter-faith -, as directed by the supervisor;
  2. Reviewing primary and subsidiary legislation and policy documents in any of the areas under the Section portfolio, in particular in property rights or cultural heritage or inter-cultural dialogue related matters; 
  3. Supporting the Section in providing guidance, advice and explanations of specific housing and property rights, cultural heritage or inter-cultural related matters, as instructed by the supervisor; 
  4. Being in charge of the implementation and reviewing project activities as directed by the supervisor;
  5. Gathering information on issues and concerns regarding housing and property rights, cultural heritage protection or inter-cultural related matters through documentation (such as decisions, legislation and policies) originating from the various stakeholders and institutions operating in the Mission area;
  6. Co-operating and supporting the co-ordination of the work with colleagues at Headquarters and Regional Centres on all matters related to the portfolio of the Section, as instructed by the supervisor;
  7. Supporting the work of the Regional Centres as requested by the supervisor on issues related to the portfolio, including through attendance to meetings and activities at field level;
  8. Identifying and analyzing capacity building and awareness raising needs in the area of her/his responsibility and providing support in identifying advocacy areas for the Section, and for the Human Rights and Communities Department;
  9. Performing other duties as assigned.
