Background information

The OSCE PCU is implementing project on Establishing Ukrainian National Reference Centre to Identify Controlled and Toxic Chemicals. The project will result in the establishment of the National Reference Centre (NRC) for identification of controlled and toxic chemical substances, which is integrated into national and international systems of responses to chemical threats. The NRC will be established within the facilities of the Research Centre for Preventive Toxicology, Food and Chemical Security of the Ministry of Health of Ukraine. The Research Centre has well-equipped laboratory facilities to perform a wide range of chemical analysis. It has an analytical chemistry laboratory, a toxic waste laboratory and a certified Dioxin Centre. However, to meet growing and challenging needs for precise, fast, and reliable detection of toxic chemicals the Research Centre requires modern high resolution chemical analytical instruments. In particular, the Research Centre needs a high resolution chromatograph with a time-of-flight mass spectrometer. To develop necessary technical documentation that enable equitable competitive international bidding procedure for the procurement of a required laboratory equipment (including its transfer to the recipient), the OSCE PCU seeks services of a qualified expert.

Please note that this is a consultancy assignment of approximately 10 working days. The expert will be required to work from home with the ability to travel if necessary.

 

Task

The Expert shall develop technical documentation to enable an international bidding procedure for the procurement of a high resolution chromatograph-mass spectrometer including its transfer to the recipient. This work involves the development of:

• criteria for bids evaluation;

• terms of reference for the bidders including technical specifications and requirements for the equipment, detailed overview of scope of work and necessary qualifications of a bidderlist of companies that operate on the market to be invited for the bidding procedure;

• budgetary cost estimate for the OSCE PCU project management and procurement teams.

 

Necessary Qualifications:

• university degree in chemistry or engineering, an advanced degree would be an asset;

• minimum 5 years of professional experience in operating chemical analytical equipment (High-performance liquid chromatograph (HPLC), High-performance liquid chromatograph – mass spectrometer – mass spectrometer (HPLC-MS-MS), Gas chromatograph – mass spectrometer – mass spectrometer (GS-MS-MS), Gas chromatograph - High-resolution mass spectrometer (GS-HRMS) type);

• experience with the National Accreditation Agency of Ukraine in testing and calibration of laboratories according to the requirements of DSTU ISO/IEC 17025;

• participation in international collaboration trials of toxic organic substances analysis or cooperation with international organizations in the field of analytical chemistry (Collaborative International Pesticides Analytical Council (CIPAC), Association of Analytical Communities (AOAC) etc.) will be an asset;

• excellent knowledge of Ukrainian and working knowledge of English;

• computer literate.

 

Remuneration Package

According to the PCU consultancy fees guidelines.
