Background
The National Project Officer oversees the work of the Dniester Project Co-ordination Unit, which is established for day-to-day project implementation and decision-making for the OSCE project "Enabling transboundary cooperation and integrated water resources management in the Dniester River Basin" led by the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) and implemented in co-operation with the OSCE Project Co-ordinator in Ukraine and the OSCE Mission to Moldova as well as with the United Nations Development Programme (UNDP) and the United Nations Economic Commission for Europe (UNECE).
ln addition to the above project, the National Project Officer co-ordinates and supports implementation of other OCEEA-led projects in Eastern Europe, in particular, the project "lmproving Radiological and Environmental Awareness in Territories Affected by the Chernobyl Accident in Belarus and Ukraine with a Focus on Wildfire Management" and the project "Strengthening the Role of the Aarhus Centres in Addressing Environmental Challenges in Eastern Europe".
Tasks
Under the direct supervision of the Environmental Programme Officer the incumbent will be responsible for the following duties:
• management of extra-budgetary projects in line with OSCE standards and practices, including strategic project planning and strategic co-ordination with project partners and beneficiaries as well as with other relevant projects, to ensure the achievement of project objectives;
• effective operation of the Dniester Project Co-ordination Unit, including coordinating and guiding the work undertaken by the National Project Co-ordinator in Ukraine and by the National Project Co-ordinator in Moldova to implement activities in the project "Enabling transboundary cooperation and integrated water resources management in the Dniester River Basin";
• development of new project proposals related to environment and security in Eastern Europe;
• preparation and update of the draft project work plans as required; timely submission of updates to the OCEEA and UNDP and reporting on work plan progress to the ECU/OCEEA, and on a quarterly basis to the Dniester Project Steering Committee and UNDP or as requested;
• recruitment of consultants and implementing partners in line with the OSCE rules;
• planning and design of all project activities, through the quarterly planning process and the preparations of ToRs and Activity Descriptions;
• development and implementation of a project communication strategy by guiding the work of consultants and staff of the Project;
• support of development and implementation of the monitoring and evaluation system in line with OSCE and Global Environment Facility (GEF) requirements;
• other duties as required.
Requirements:
• university degree in water resources or natural resources management, environmental science/policy or biology;
• at least 4 years of professional experience related to the management of transboundary water resources projects and programs. Experience with the OSCE would be an asset;
• substantial experience and familiarity with water governance issues, including a demonstrated knowledge of state institutions and agencies in Eastern Europe;
• proven project management qualifications, team leadership and facilitation skills;
• computer literacy with practical experience in Microsoft packages;
• excellent written and verbal communication skills in English and Ukrainian.
Remuneration Package
Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
