Background:

These are two Extra Budgetary posts (ExB).

Tasks and Responsibilities:

The incumbent will work under the direct supervision of the National Elections and Governance Officer contributing to the fulfilment of the objectives, outcomes and outputs of his/her department, the PCU and the OSCE in strengthening the election process and improving electoral procedures in line with OSCE commitments and international standards. The incumbent should perform the following tasks:

Manage projects

• Directly manage project activities in compliance with the project document and project plan, including planning, organising and moderating at project events, organising consultations between the stakeholders, preparing policy papers and recommendations

• Represent PCU at high level project events, including conveying OSCE commitments

• Plan and manage the work of experts and contractors engaged in the delivery of project activities. This includes: developing the Terms of Reference for consultants, implementing partners, and contractors, including the technical assessment of bids for complex services requiring international tenders;  initiate selection and recruitment procedures, assist Fund Administration Unit in conducting selection and recruitment

• Oversee the engagement of consultants, implementing partners, and contractors, including supervising and evaluating their activities, approving invoices services, and negotiating modifications to relevant contracts/agreements, if required

• Conduct regular monitoring of project implementation based on the project’s logframe. Through effective monitoring and evaluation of the project activities, identify and develop policy recommendations for the project partners, with a particular focus on ensuring sustainability of efforts

• Collect and analyse data to allow robust evaluation and to make informed recommendations to PCU management

• Draft interim and final narrative reports to the donor(s), with a focus on result- and objective-level evaluation

• Suggest modifications to the project modalities (such as timeline, activities, budget and other) and follow-up activities, if required

• Contribute to identification of new project ideas and drafting new project proposals

• Supervise the work of the Project Assistant whose focus is providing the necessary administrative support to the work of the Project Officer

Establish and maintain good relations with partners

• Ensure co-ordination of planning and conducting of project activities with key partners inside and outside the OSCE, through contacts with high-level state officials (e.g., Head of the Central Election Commission, Head of the State Voter Register Service) and liaise with other stakeholder organizations

• Arrange hand-over of goods and services to the project partners within the project

• Participate in events organized by partner organizations, represent the PCU at these events

• Assist with fundraising through consultations with donors.

Other duties as assigned   Necessary Qualifications:

• University degree in political science, public administration or social sciences

• Minimum of two years professional experience in elections

• Proven experience in project management

• Excellent written and oral communication skills in English and Ukrainian

• Experience related to development of IT solutions for public administration or elections

• Computer literate with practical experience in Microsoft Office applications

Remuneration Package:

Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
