Background    
     
   

OSCE Mission to Skopje (OMSk) is implementing Extra Budgetary (EXB) Project: “Reduction of the Risk for Proliferation of Weapons and Ammunition in the Former Yugoslav Republic of Macedonia”.  The project aims to assist the Host Country (HC) to implement international commitments and contribute to security and stability in the region with increasing the security of the existing stockpiles of Small Arms and Light Weapons (SALW) and ammunition, managed by the Ministry of Internal Affairs (MoIA).

Project Coordinator leads the Project Implementation Team (PIT) with the professional support and assistance of consultants. With the aim to strengthen the PIT’s capacity related to above mentioned EXB project, the OMSk would like to engage a Quality Assurance Engineer (QAE) under Special Service Agreement (SSA) contract modality, who will assist, among others in the development of procurement documentation for the selection of construction design provider, procurement documentation for the selection of a company to implement the security upgrades and provide quality assurance during the implementation of the security upgrades.

     
Tasks and Responsibilities    
     
   

Under the guidance of the Project Coordinator (PC) and in cooperation with the members of PIT the incumbent carries out a range of tasks related to the Project‘s implementation with regards to: the development of technical documentation required for conducting tenders on design elaboration and construction works; assistance in conducting tenders and selecting contractors, as well as oversight the work of contractors during the design elaboration and construction process from the beginning until the delivery of the final results and certification.

The duties of the QAE will be divided in 3 activities, as follows:

Activity 1 (February 2018): 

1. Develop, in cooperation with the OSCE Mission to Skopje, MoIA and other relevant authorities, technical specifications (TS)/ToRs/Scope of Works for tender design elaboration and construction work;

2. Develop, in cooperation with the OSCE Mission to Skopje, MoIA and other relevant authorities, technical specifications (TS) for tenders and infrastructure improvement/physical security enhancement work; 

Activity 2 (March 2018):

3. Assist in preparation of necessary Request for Quotation (RfQ) and bidding documents for tenders;

4. Assists during the evaluation of the bids and identification of suitable contractors for design services, as well as for construction works by reviewing drawing, programmes of work, bills of quantity and calculations submitted, as well as evaluate and advise on the technical deviations;

5. Conduct market research and advise on the price quotations for the materials and works required for the Project;

6. Evaluate and advise on the compliance of the tender’s offers with the national legal/normative framework and the international standards;

Activity 3 (May-June 2018):

7. Control and monitor all activates related to Quality Management Style, monitoring of the selection, purchase and use of construction materials; 


8. Perform all daily inspection and test of the scope and character necessary to achieve the quality of construction required in the drawings and specifications for all works under the contract performed ON or OFF site; 


9. Cary out inspection and checking for all quality related procedures in the site and ensures activity at the site are as per approved method statement and inspection test plan;

10. Taking care of Quality Assurance /Quality Control documents of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations;

11. Liaise with the Construction Companies, MoIA Logistic and Construction Department and MoIA Sector for ICT and other authorities as required;

Additional tasks and responsibilities

1. Oversee the work of contractors to ensure that work is carried out to contract specifications;

2. Evaluate the work of contractors to ensure that it meets national regulation and norms, as well as international standards and OSCE practises;

3. Responsible for the quality and workmanship of every activity, thorough knowledge of all phases of engineering construction relating to Civil, Architectural and Structural discipline interfacing the multidisciplinary operations;

4. Provide regular report on the progress made by contractors; compile post construction reports and maintain list of deficiencies;

5. Perform other related duties, as requested.

     
Necessary Qualifications    
     
   

The Quality Assirance Enginner should have the following qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia
  • Bachelor degree in construction engineering or similar and licence A for supervision and building
  • Education and permissions required by national legislation to conduct Quality Assurance Engineer activity
  • Significant quality control and assurance experience or an equivalent combination of experience and technical training
  • Advanced knowledge on international and national construction standards specifications
  • Extensive, minimum 15 years’ experience in quality assurance. Strong knowledge and comprehension of international and national regulations and codes related to quality assurance issues
  • Team work skills and strong ability to get information and interpret from very different sources
  • Excellent written and oral communication skills in English and in local languages 
  • Keen negotiator in matters related to Quality and is able to get your point across clearly and precisely
  • Previous relevant experience with international organizations in the respected field
  • Excellent organizational skills and attention to detail.  Proven record of working with minimal direct supervision, exercising independent judgment and taking initiative in a number of complex and sensitive areas.  Prove ability to lead and organize professionals, technicians, and support staff
  • Strong analytical and interpersonal skills
  • Valid driving licence category “B”

Remuneration Package    
     
   

For the services provided, the Quality Assurance Engineer will be remunerated for 200 EUR per diem. Payment will be done in three instalments, after successful completion of each Activity presented in the Tasks and responsibilities.

The period of engagement is from 01 February 2018 to 30 June 2018. The total engagement will be 25 working days (including home-based work and field work) with the possibility of extension, with the below distribution per months:

  • February: 4 days
  • March: 3 days
  • May-June: 18 days
