OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement. |

Tasks and Responsibilities |

|
Under the direct supervision of the Senior Democratic Governance (and Social Cohesion) Officer, within the scope of the Human Dimension Department, the incumbent is responsible for the conceptualization, implementation and evaluation of the specific portfolio(s) within HDD’s projects and other interventions within the respective Unit. More specifically, the incumbent:
- Explores opportunities for the Unit’s programmatic activities, i.e. conducts needs assessment for project development related to democratic governance;
- Conducts meetings with central and local government officials to present the OSCE Democratic Governance and Social Cohesion programme objectives and activities, to gauge interest and establish/evaluate cooperation;
- Promotes democratic governance through on-site advice and assistance to central and local government officials in order to help them to incorporate good governance practices into their day-to-day operations;
- May be required to work with administrative services of Parliament and/or Municipal Councils, responsible for monitoring and analysing developments related to oversight capacity of the Parliament and Municipal Councils;
- Conducts needs assessments, designs and implements relevant programmatic activities;
- Provides advice, prepares and/or delivers training to relevant stakeholders when requested;
- Designs project documents, supervising the administrative, operational and financial management of the projects and evaluating projects;
- Monitors relevant news, follows up on relevant laws, monitors the activities and policies of the government and the international community in the field of democratic governance, including their assistance programmes and trainings;
- Reports on policy developments, drafting internal briefing materials and other relevant documents;
- Conducts regular meetings with relevant stakeholders to ensure Unit’s presence and programme identification, development and implementation;
- Performs other duties as assigned

Necessary Qualifications |
|
|
|
|
|
|
|
The candidates should have the following minimum qualifications:
- First level university degree in a relevant field
- Minimum two years professional experience in democratic governance at national level or in an international organization or national or international non-governmental organization with practical experience in conducting and managing training activities in the country;
- Demonstrated experience in drafting project proposals, analytical reports, research and project outlines. Demonstrated experience in Project Management;
- Professional knowledge of the English and Macedonian language;
- Working or higher knowledge of another language of the country is desirable;
- Computer literate with practical experience with Windows applications;
- Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Holding a valid driving license.

Remuneration Package |

* Please note that appointment to this position is subject to approval of the OSCE Unified Budget for 2018.
Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
