The Central Asian states and Afghanistan face shared challenges and concerns regarding the Explosive Hazards. Their origin can be found in the past and/or ongoing conflicts, mistreatment, abandonment, neglect as well as criminal and terrorist actions. 

 

 

The OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally their work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

 

The Political and Military Aspects of Security Program at the OSCE Programme Office in Dushanbe (POiD) is implementing a project which the OSCE has, through its political and decision making bodies, reiterated the support in addressing the challenges and concerns related to the EH in OSCE area.

 

The OSCE Programme Office in Dushanbe through its current mandate with the host country, has been encouraged to engage in regional activities that may foster and develop closer intra-regional cooperation. This is in accordance with a number of recommendations from core OSCE bodies to encourage closer international cooperation and engagement. Additionally, the technical cooperation initiative supports the OSCE norms, principles and commitments, in particular referring to the comprehensive and co-operative approach to security, reinforced by the Corfu process and reiterated by the Astana Declaration.

 

The project will effectively establish the Integrated Cooperation on Explosive Hazards (ICExH) programme. Its overarching goal is to improve the Explosive Hazards (EH) situation including issues related to Explosive Ordnance Disposal (EOD), to include Demilitarization of Explosive Ordnance and countering Improvised Explosive Devices (IED) and its proliferation, as well as EH Awareness and Reduction in interested OSCE participating States in Central Asia; with the underlying rationale being that shared challenges and concerns regarding Explosive Hazards call for finding innovative approaches and synergies. Addressing the issues related to EH enhances security and augment stability on a national and regional level in Central Asia.  

     
Tasks and Responsibilities    
     
   

Under the guidance and direct supervision of De-Mining Officer, the incumbent is responsible for the planning, development, management activities and delivery of the ICExH project. The incumbent is responsible for performing the following functions:

  1. Carrying out project monitoring, development, implementation and evaluation in line with the project proposal and direction given by the supervisor;
  2. Overseeing all relevant financial and administrative documents with approval of direct supervisor, co-ordinating work related to procurement of goods and services including contracts with project consultants and partners according to the OSCE requirements of rules and regulations;
  3. Providing regular reports, periodical analytical reports and briefings on situation and developments in the field of Mine Action in Central Asia for the unit; preparing briefing material for internal and external use, practical technical advice and guidance on regional Mine Action issues to the OSCE POiD Staff in Dushanbe;
  4. Providing necessary information to project manager who represents the ICExH project and presenting/defending the OSCE position on the project activities and participating in resource mobilization;
  5. Ensuring the identification of possible stakeholders and partners engaging in the Mine Action Programme, Explosive Hazard challenges and activities in the region;
  6. Identifying and developing customized training programmes in the field of Explosive Ordnance Disposal, Explosive Hazards Awareness and Reduction and Training-of-Trainers with the consultation of the project manager;
  7. Assisting and overseeing the training design, preparation, implementation and evaluation; organizing all training courses in the field of Explosive Ordnance Disposal, Explosive Hazards Awareness and Reduction and Training-of-Trainers to include identifying and providing experts and/or expert institutions, ensuring that each training and/or activity is delivered by an appropriately qualified lecturer/instructor and is provided with adequate training facilities and logistics; participating whenever necessary in the classroom trainings to contribute to the capacity building efforts on strategic and operational level in accordance with the established project proposal, policies and procedures and the OSCE core values;
  8. Eliciting the adequate regional participation of the interested government institutions of the OSCE Central Asian participating States (CA pS) and Afghanistan on the training courses;
  9. Incorporating research results in training modules where appropriate;
  10. Identifying, developing and organizing exchange programmes in the field of Mine Action for the national technical experts and practitioners from the interested government institutions of the OSCE CA pS and Afghanistan;
  11. Developing and introducing into use experience and best practice-sharing platforms, such as ICExH web page and training materials database, for the interested government institutions of the OSCE CA pS and Afghanistan;
  12. Facilitating the expert and referral network for the national technical experts and practitioners from the interested government institutions of the OSCE CA pS and Afghanistan;
  13. Assisting the project manager in setting up the working/consultative groups focusing on the EH issues in the CA region;
  14. Providing regular reporting to supervisor according to OSCE rules and regulations;
  15. Contributing to the development of best practices in ICExH Programme;
  16. Providing ICExH related technical advice on request;
  17. Supervising the work of two Project Assistants at G5 level;
  18. Performing other related duties as required.

Necessary Qualifications    
     
   

• Citizenship of an OSCE participating State, excluding citizenship of Tajikistan; • First-level university degree in defence and security sciences, political sciences, international relations, international security or other relevant field; • A minimum of four years of progressively responsible professional experience with a national or international organization or relevant non-governmental entity which addresses Mine Action issues on  management and/or project management levels; • Experience in developing and implementing complex and large scale projects on Mine Action, to include national capacity building, in the region; • Experience in developing and implementing confidence and security building measures in the field of Mine Action within the regional framework; • Excellent communication skills; experience in networking and managing a high number of contacts; • Demonstrated organizational, analytical and administrative skills; • Knowledge and understanding of the political sensitivity of inter-state relations as they pertain to Mine Action-related issues in Central Asia is required; • Computer literate with practical experience in Microsoft applications; • Professional fluency in English, written and oral. Working knowledge of Russian language is desirable; • Ability to work with people of different nationalities, religions and cultural backgrounds; • Demonstrated gender awareness and sensitivity and an ability to integrate gender perspective into tasks and activities; • Possession of a valid automobile driving license and ability to drive using a manual transmission.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about US$ 3,835.50 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step 1 of the applicable OSCE salary scale.
