Background    
     
   

The OSCE Programme Office in Dushanbe is looking for a highly qualified, motivated and experienced professional for the position of Finance Assistant for its Office in Dushanbe

     
Tasks and Responsibilities    
     
   

Under the close supervision of National Accounts Officer and overall supervision of Finance Officer, the Finance Assistant will perform the following duties:

Examination Issue and Settling of operational Advances and Project Advances submitted by Mission Members in pursuit of their programs:

  • Examines source documents for completeness, accuracy and validity of charges;
  • Investigates erroneous charges and takes the appropriate corrective accounting actions;
  • Corresponds with Mission members to request missing support documents and to clarify discrepancies or anomalies;
  • Takes appropriate follow-up actions on items held in suspense pending clarification or receipt of supporting documentation;
  • Codes income and expenditures and charges the appropriate accounts.

Replenishment of Operating Advances:

  • Monitors expenditures to ensure that they remain within authorized levels and examines the validity of requests for replenishment;
  • Prepares payment vouchers to replenish Other Operating Advance.

Validates financial transactions:

  • Examines the recording and financial transactions to determine the validity of charges and entries, identifies sources of errors and makes necessary corrections;
  • Ensures the recording of duly certified obligations in the relevant accounts relating to contracts, agreements, purchase orders and other necessary expenditures in respect of the procurement of goods, services and facilities being transacted through Chief, Fund Administration Unit (CFA);
  • Verifies that attached to each payment is the appropriate supporting documentation indicating that the goods or services for which payment is being made have been received or rendered in accordance with the terms of the contract or purchase order;
  • Confirms that payment for the goods and services has not previously been made;
  • Ensures that the commitment/payment document has been properly certified by CFA and Programme Officer and that the documentation is appropriate;
  • Ensures all transactions are recorded under the correct account codes and ascertain to the extent possible that no information exists, which would bar the particular transaction being approved.

Budget monitoring and assists in the preparation of budget estimates:

  • From ORACLE financial reports, checks the monthly status of allotments to ensure that charges are properly allocated and allotments are not exceeded;
  • Assists with the preparation of budget estimates in conjunction with the National accounting Officer and CFA by compiling and analyzing past expenditures and presenting all data on summary tables and providing support documentation, e.g., comparison of projections with prior year expenditures, for presentation to the National Accouns Officer;
  • Back up for National Accounts Officer and Senior Treasury Assistant in her/his absence;
  • Other duties related to the job as assigned.
     
Necessary Qualifications    
     
   
  • Secondary education supplemented by specialized studies in Accounting, Finance or related field;
  • Minimum 4 years of relevant experience in accounting work or bookkeeping. Knowledge of international ERP systems as Oracle, SAP or People's Soft is preferable;
  • Excellent written and oral communication skills in English, Russian and Tajik languages;
  • Computer literate with practical experience in Windows and Microsoft applications;
  • Ability to work with people of different nationalities, religion and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
