Background    
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Human Dimension Officer with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

The Human Dimension Unit (HDU) of the OSCE Special Monitoring Mission to Ukraine (SMM) provides guidance on monitoring and supporting respect for human rights and fundamental freedoms and facilitating dialogue on the ground in order to reduce tensions and promote normalization of the situation. The HDU is responsible for analysing and reporting on Human Dimension related issues and for the development and implementation of a Human Dimension strategy.

 

NOTE: Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities    
     
   

The incumbent is one of the two National Human Dimension Officers working closely with the Human Rights Officer/Human Dimension Officer in the Human Dimension Unit of the SMM Head Office. The incumbent is responsible for analysing inputs from monitoring teams and drafting thematic reports on human rights related issues relevant to the Mission’s mandate. More specifically the incumbent is responsible for:

  1. Analysing inputs from monitoring teams on two main thematic issues identified as SMM priorities, and drafting regular analytical updates and reports on those topics.
  2. Identifying (emerging) issues of concern and drafting guidance notes, questionnaires, tracking tools and other means of implementing effective monitoring of these identified priorities.
  3. Providing comments and feedback to monitoring teams (in person, by phone, in writing) for consistent and accurate reporting on human rights issues.
  4. Presenting SMM findings on assigned thematic issues in a variety of contexts through oral presentations, from RCC and internal briefing for senior management to external presentations to Ukrainian and international audiences, and sharing information in writing with partners.
  5. Drafting letters in response to requests from external interlocutors addressing the Mission with a wide range of enquiries related to human rights topic.
  6. Contributing to the organization of capacity building, training and workshop activities pertaining to thematic human dimension activities
  7. Attending and reporting on meetings and conferences arranged by Ukrainian state authorities, international organizations, and NGOs on human rights and other human dimension issues.
  8. Perform other tasks as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of Ukraine;
  • A first-level university degree in law, political sciences, social science, international relations or human rights related field;
  • At least two years of relevant professional experience in the promotion and protection of human rights, including monitoring and reporting;
  • Computer literate with practical experience with Microsoft applications;
  • Holding a valid driving license;
  • Professional fluency in Ukrainian, Russian and English languages, both written and oral;
  • Discretion and sound judgment in applying expertise to address complex and/or sensitive issues;
  • Flexibility and ability to work under pressure and tight deadlines;
  • Capacity in planning and organizing daily activities adjusting priorities as required;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, diverse political views, while maintaining impartiality and objectivity;
  • Good communication skills, including the capacity to convey complex concepts and recommendations in a clear and concise fashion for different audiences;
  • Ability to evaluate and integrate information from a variety of sources and assess their impact on the human rights situation in the country.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1,691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
