Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Mission Security Officer, the incumbent:

  1. Monitors activities and remains abreast of the dynamic security situation in the Mission area; transmits and disseminates information, reporting within and outside the Mission;
  2. Prepares  and distributes reports: Daily Log Sheet/Daily Bulletin, Spot Report, the OSCE-chaired International Community Security Meeting, IC Security meeting, other agencies reports; upon request, prepares relevant references, data, documents and presentations for various meetings;
  3. Maintains liaison and communication with the host country Crisis Management Centre (CMC), Rescue and Protection Directorate, Points of Contacts from the Ministry of Interior, Ministry of Defense, other law enforcement agencies and other relevant host country institutions;
  4. Assists in the coordination with other international agencies such as: UN agencies, NATO, PDAP, CivPol Council etc.;
  5. Implements Staff Movement Control in line with Standing Mission Administrative Instructions and provides Travel Security Clearance to mission members traveling abroad; ensures proper response and liaison in medical evacuation;
  6. Ensures proper monitoring, surveillance and response to the VHF radio communication and vehicles’ GPS security features; daily recording of TV news, etc.;
  7. In cooperation with Security, actively participates in development, updates and implementation  of the Calling Tree system, Security/Situation Centre Risk Matrix, Daily Status Report  as well as the development and preparation of the Mission Evacuation Exercises; Develops and maintains the  Situation Centre Database;
  8. Assists the Mission Security Officer in overseeing and timely management of all aspects of the Situation Centre; coordinates the work of the Situation Centre Operators and is responsible to address and correct any omitted or wrong action performed by the Situation Centre Operators; ensures that the work is completed within the deadlines;
  9. Organizes, develops and assures systematic filing system of the Mission Area maps;
  10. Performs other duties as assigned.
     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia
  • Completed Secondary education supplemented by formal studies in administration or security matters
  • Minimum 4 years’ experience in office work, or security functions, liaison, public relation in large national or international organization
  • Computer literate with practical experience with Microsoft packages
  • Excellent written and oral communication skills in English and in local languages 
  • Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
