Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior ICT Database Assistant with its main Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

NOTE: Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities
     
   

Under the supervision of the National IT Officer, the incumbent will be tasked with:

 

  1. Develops, administers and maintains SMM databases/and applications such as Operations DB, RATS, Phone Management and Billing system,  People Search, etc. Enhances or modifies the systems and modifications of the systems as required by business units, creates and maintains requested interfaces to external data sources. The applications are built on Linux and Microsoft technology.;
  2. Maintains, administers and further develops the SMM SharePoint Intranet system that provides an integrated and secured access to local database and applications. Performs the day to day administration of the Intranet system;
  3. Coordinates application enhancement and development projects, including cooperation with external IT suppliers. Uses formal IT tools (data models, business process, and other diagrams) to represent requirements to the external developers. Defines the technical aspects of ToRs of contracts with software providers and/or external developers on technical aspects of contracts; performs acceptance testing of the product;
  4. Consolidates and analyses data from various data sources used at SMM  Develops/maintains or oversees development and maintenance of interfaces for importing data from diverse data sources including various relational databases, flat files, XML files, structured Excel, Word and PDF documents. The imported data will be integrated as required and then either be analysed  directly by the incumbent or made available to business units in an analysable formal;
  5. Provides analysis and advice for ICT related decision making. The incumbent needs to have a sound understanding of the ICT needs of the Institution, Based on this the incumbent provides advice for decision making by Chief of ICT;
  6. Provides advice for optimizing the use of ICT systems. Advises on how user requirements can be fulfilled by existing functionality of available systems, by its modification, or by new development or off-the-shelf systems. Compares and makes recommendations for the solutions that are offered by suppliers. When required assists and guides staff members on ICT issues;
  7. Performs other related duties as required.

 

As part of the recruitment process applicants must be determined as fit to work for the SMM prior to appointment/assignment, by completing a medical examination form and/or medical questionnaire, which will be assessed by a duly qualified medical practitioner appointed by the SMM.

 

     
Necessary Qualifications
     
   
  • Completed secondary education in Computer Science or completed secondary education supplemented by formal IT course training and extensive industry practice;

  • A minimum of six years of professional experience in database design and web-based application development;

  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;

  • Excellent knowledge of .NET 4.0+ framework and RDBMS (Oracle or MS SQL preferred);

  • Strong knowledge of ASP.NET, AJAX, HTML, CSS, JavaScript;

  • Experience with unit testing, code review and continuous integration;

  • Strong understanding of Windows Domain components and administration;

  • Experience with SharePoint development and service integration;

  • Ability to draft technical instructions and training material for the users of data bases, ability to explain technically complex contexts;

  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds;

  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna Health Insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
