Improving the capacity of the Kosovo Police (KP) and the Kosovo Agency of Forensics (KAF) will continue to be central themes of the new Police Development and Monitoring Section (PDMS). The mission will continue to work on building the capacities of these institutions to ensure that practices which have been developed as a result of the efforts of OMiK become embedded and sustainable. PDMS has been regularly supporting the training programmes and activities of the KP and the KAF, in order to contribute to a sustainable, representative, transparent, human right compliant and accountable security and public safety sector, with improved participation of all communities.

As per the result of identified training needs for specialised trainings, new areas have been identified as areas in which the KP does not currently have the capacity to deliver specialized training. In this regards, the Mission in line with its programmatic objective, in line with the needs of KP, will continue to provide professional and technical support in order to ensure that there is a sustainable, accountable and equitable security sector able to fight crime, guarantee public security and protect human rights and integrate within them sustainability features which align with the goals of the KP’s structured training strategy.

In order to ensure the programmatic objective to enhance a sustainable, transparent and accountable security and public safety sector in Kosovo, from 11-15 December  2017 twenty (20) representatives from the KP Directorate of investigations in the trafficking in Human Beings, complete  five (5) days  on Open source intelligence in investigation of THB. This dynamic and practically oriented training program will provide KP members the skills necessary to effectively use open source intelligence methods to collect critical and predictive information on personnel and facilities which are of particular interest in ongoing investigations of THB. It aims to equip them with advance knowledge of issues related to the use of the open source intelligence  in their efforts to prevent and combat trafficking in human beings and in particular trafficking of children and the use of the internet in  the sexual exploitation of children.

This training will cover the following topics:

  • Open Source Intelligence: the basics , methodologies and search strategies
  • Search Engines, and Open Source Software (OSS)
  • Data Selection & Analysis, Reporting
  • Virtual Machines, Tools and the Class LAB

Objective

The objective of this activity is that the DSPS/PDMS will recruit one (1) international  expert to deliver the Open source intelligence in investigation of THB. The consultant will deliver training that will equip twenty (20) investigators from the KP Police with the advanced investigative skills and methods which can be used to effectively prevent and effectively investigate cases of trafficking in human beings in particular cases of sexual exploitation. The overall objective of the project developed by OMiK PDMS is to have a sustainable, accountable and equitable security sector able to fight crime, guarantee public security and protect human rights. The project directly relates to the mission implementation plan 2017, a sustainable, accountable and equitable security sector able to fight crime, guarantee public security and protect human rights.  

     
Mission Specific Requirements    
     
   

Under the supervision of the Chief of PDMS, the international expert shall:

  • Develop appropriate interactive adult training methodology and materials in consultation with PDMS and deliver the training schedule and any presentations, exercises or case studies to the Chief of PDMS two weeks prior to the training;
  • Develop a short appropriate assessment exercise or test to assess the skills which have been developed by course participation during the course of the training;
  • Identify candidates with appropriate skills who can receive further training to become trainers on this subject;
  • Deliver a five (5) days training on Open source intelligence in investigation of THB for KP for twenty (20) participants and assist them to cope with the challenges that they meet during the training;
  • Supply all training material produced and provide advice on the sustainability of this training programme related to the topic of the Open source intelligence in investigation of THB to the Chief of the PDMS;
  • Produce the final consultancy report and recommendations for further actions which have been identified during the course of the training.

Deliverables

  • By 01 December 2017 prepare course material and submit the final training plan satisfactorily incorporating the PDMS comments, if applicable, to the Chief of PDMS in electronic form;
  • By 03 December 2017 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief; This phase will take a maximum of three (3) days;
  • From 11-15 December 2017 deliver five (5) days advanced training on Open source intelligence in investigation of THB. The training will last from 09:00 until 16:00 hrs. each day;
  • By 20 December 2017 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc. This phase will take a maximum of one (1) day.

Performance Indicators

  • By 01 December 2017 prepare course material and submit the final training plan satisfactorily incorporating the PDMS comments, if applicable, to the Chief of PDMS in electronic form;

Tasks and Responsibilities    
     
   
  • University degree in criminology, Psychology, computer forensics or social sciences;
  • Graduated from a recognised police academy or police college;
  • Minimum 10 years of relevant professional experience and 5 years of training experience for law enforcement personnel;
  • Proven work experiences in Criminal Investigations;
  • Ability to operate windows applications, including word processing and e-mail;
  • Professional fluency in English;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender;
  • Flexibility and ability to work under pressure and with limited time frames.
