Background | ||
Following the request of the National Council from the meeting held in April this year Security the Security Cooperation Programme would like to continue good cooperation with the council and support Development of National Strategy for the prevention and combating terrorism, money laundering and terrorist financing 2018-2020. OMIM in cooperation with the National Security Council have been involved in drafting of the Strategy for the prevention and suppression of terrorism, money laundering and terrorist financing; and the Action Plan to implement strategic documents from 2012 to 2015. This cooperation was considered essential in supporting host country in developing legal framework for combating terrorism, especially in times when terrorism supported by violent extremism is moving closer and becoming increasingly plausible threat for the region. In addition, an analysis of the previous state of affairs indicates that Montenegro has not been confronted with the criminal offence of terrorism so far. The Ministry of Interior and the Government have to develop necessary framework and regulations to combat possible threat of terrorism and radicalisation in order to meet international standards. Pursuant to the OSCE efforts to raise capacities of Montenegrin law enforcement agencies, OSCE will facilitate draft of Threat Assessment of Terrorism document by organising 5-day workshop on drafting the national plan and incorporating new set of measures that would meet international standards and provide ground for development of projects that would address different segments in combating terrorism. Deliverables: · Within ten (10) days after receiving information from the Security Co-operation Programme on planned activities the consultants will: Prepare the timeline for 3 days of training; · Provide the necessary material to be used during the training; · Within five days of the timeline and the training material being approved by the Security Co-operation Programme Manager, the training starts. · Within 15 days after the completion of the workshop, the expert provides a report with recommendations. The report should be drafted in English language with a length of 5 pages. Performance Indicators - Final documents incorporating comments received from the Security Cooperation Programme Programme delivered on time in an appropriate format and quality as requested by the SCP; - Consultancy implemented as stated above; |

Tasks and Responsibilities | ||
The scope of the work performed by the consultants will include the following: - Facilitate a 3 day workshop on development of National Strategy for the prevention and combating terrorism, money laundering and terrorist financing 2018-2020 - Equip participants with skills - Prepare and deliver post-training report and evaluation. The document will be developed by the national inter-ministerial, inter-agency Working group consisting various relevant line ministries and state authorities. Target groups are members of representatives from Montenegrin law enforcement agencies (Ministry of Defence, Police Directorate, Army, National Security Agency, Administration for the Prevention of Money Laundering and Ministry of Interior) Language: Montenegrin | ||
Necessary Qualifications | ||
