Background
     
   

In 2014 the OSCE Programme Office in Bishkek (POiB) launched three-year project “Strengthening Regulatory Governance in Kyrgyz Republic” to assist the Government in improving its governance of private economic activity and reduce corruption by removing unnecessary regulatory barriers to business and reducing the complexity and excessive discretion related to regulation. During 2014-2017 1068 legal normative acts regulating business activity were inventoried and self-assessed by using the guidelines and checklists developed for regulatory analysis embedded in the e-Guillotine software.

POiB will hire one international expert to conduct an external evaluation of the project “Strengthening Regulatory Governance in Kyrgyz Republic” and to provide an independent assessment of the project’s implementation, including the assessment of the quality, achievements, and sustainability of the activities undertaken.

     
Tasks and Responsibilities
     
   

The evaluation will consider all activities that have been implemented under this project and should examine the performance of the project in accordance with its logical framework. Key questions that the evaluation seeks to answer include:

Effectiveness of the Project Results

  • Have all results been delivered? What were the reasons for non-fulfilment?
  • How did the results influence the direct beneficiaries? Did the project bring concrete change for direct beneficiaries?
  • Did results lead to a change in the (institutional) capacity of direct beneficiaries (positive, negative, or no change)?
  • Were the host country authorities committed to the project during implementation? Did they create enabling conditions? Which measures should have been taken to influence host country commitment and stakeholder ownership during implementation?
  • Did unforeseen issues impact the project activities and results? What were the challenges/obstacles to achieving the expected results? Were the controls introduced to manage risks sufficient? Did any of the identified risks or any unforeseen risks happen? How were these unforeseen risks managed? Did these risks influence the delivery of results?

Efficiency of Operations

  • Were human, financial, material resources made available on time by all parties involved in the project? (e.g. timely recruitment, procurement, smooth logistics and delivery)? Has the timeline and plan of operations proven to be realistic?
  • Did the host country contribute to efficiency (e.g. tax exemptions, VAT exemption, in-kind contribution such as facilities, office, venue, staff, and translators)?
  • Were the human, financial, material resources been adequate in terms of quality and quantity to achieve project results?

Sustainability

  • Are the results likely to be sustained in the future? Did national/regional/local authorities, civil society take ownership of the results of the project? Did they assume economic, financial responsibilities to ensure results are sustained?
  • Is it possible to objectively confirm that the project contributed to lasting institutional capacity (adequate and trained staff, sufficient budget and equipment, technical, financial, managerial capacity to sustain the benefits)?

Evaluation process

The set-up of the evaluation process as well as the concrete methods for data collection and analysis shall be proposed by the evaluation expert. However, the evaluation concept should at least provide for the following phases: Inception phase: Review of documents, finalization of work plan, preparation of the field phase, preparation of the interim report. Field phase: Collection and analysis of data. Finalization: Synthesis of evaluation findings and preparation of final evaluation report. The mixed method design comprising qualitative as well as quantitative methods should be used.

Deliverables

  • First draft evaluation report;
  • The final evaluation report with recommendations and identified lessons learned from the implementation of this project.

Duration and location

Total 18 working days: 10 (ten) days in Bishkek for collecting data and 8 (eight) days for home-based report writing.

     
Necessary Qualifications
     
   
  • Minimum of 6 years of proven experience in the evaluation of international projects;
  • Sound knowledge of different evaluation approaches and qualitative and quantitative evaluation methods;
  • Experience in the field of regulatory reform and regulatory impact analysis;
  • Full working knowledge of Russian and English;
  • Excellent report writing;
  • Previous work experience with international organisations and international projects;
  • Excellent communication skills.

Remuneration Package
     
   

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
