Background
     
   

In the light of recent membership in the Eurasian Economic Union, Kyrgyzstan started to coordinate its sustainable economic development policy with the Eurasian Economic Commission. There is need for major institutional, economic and strategic reforms to transform national economy into competitive EEU member. Such reforms would give the Government greater control, accountability and incentives to create better regulatory environment. Within the assigned period, two consultants will be hired to support Ministry of Economy of the Kyrgyz Republic in developing draft legal acts and other policy documents. 

 

     
Tasks and Responsibilities
     
   
  • Support Ministry of Economy of the Kyrgyz Republic (ME) on any legal issues and aspects, in particular during legal review, consultations and other processes;
  • Participate in the preparation of any documents needed to launch and implement economic policy measures, including instructions, templates, and other materials;
  • Draft recommendations, economic explanations and proposed amendments for each measure, as needed;
  • Chair working groups of business and/or other society’s representatives and ensures transparency of the process;
  • Collaborate with other ME experts and assist in managing the flow of documents and reviews;
  • Draft final recommendations to reflect Ministry’s final decisions;
  • Provide continuous guidance, training, mentoring and coaching to the ME staff;
  • Direct and coordinate economic / business activities of ME with other government organizations, private sector (business representatives, social partners public) and other stakeholders;
  • Participate and undertake Regulatory Impact Analysis.

Deliverables

  • Analytical papers on economic integration related issues;
  • Recommendations to reflect Government’s latest decisions;
  • Monthly report on the completed work on 1 page of paper at the end of every month.
     
Necessary Qualifications
     
   
  1. Undergraduate degree or diploma in economics, public or business management or equivalent in a relevant discipline. A Master Degree or MBA would be an advantage;
  2. At least 3 years of experience in an industrial, commercial or public sector organization;
  3. Proven practical experience in dealing with private sector development and public-private cooperation; good general knowledge of the Kyrgyz Republic regulatory system issues; some comparative international experience would be an advantage;
  4. Good analytical skills, including familiarity with business practices and economic methods. Practical experience in applying these methods would be an advantage;
  5. Proven team and project management skills and experience;
  6. Excellent interpersonal skills; able to relate easily and openly with government officials, private sector and academic players in the field of regulatory reform; self-motivation;
  7. Good communication skills, good drafting ability to produce notes that are clear, concise and attractive to public officials and a wider public audience; good understanding of English language (reading and speaking);
  8. Ability to work with office information technology, including word processing, graphics software, and the Internet.

Remuneration Package
     
   

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
