Background

This call for applications is open for persons with citizenship of the Republic of Serbia.

The project "Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement" is aimed at establishing and consolidating a foundation for efforts to prevent and counter violent extremism and radicalization that can lead to terrorism (VERLT) in Serbia. Preventing and countering VERLT is recognized as a comprehensive and multi-faceted approach in the global fight against terrorism to which the Government of Serbia is committed.

The concept of a "referral mechanism" is frequently considered among efforts to combat VERLT. While approaches and implementation can vary, the aim is consistent: to ensure a process involving key interlocutors (potentially including teachers, mental health professionals, religious communities, police, social welfare professionals etc.) who are able to serve as an early warning and response team to intervene if an individual (often a young person) is viewed as at risk of antisocial behaviour, and, potentially, radicalization or participation in extremist groups. The procedures, processes and mechanisms established by a community should also provide resources and information to various stakeholders so they may effectively intervene, offering the support and assistance that is needed to the individual and his/her family in an appropriate and discrete manner. Several countries in the region are beginning to assess specific community needs and the possible implementation of such mechanisms; some have been established and are in the early stages of implementation, while others are still examining options. In the context of this project, the community of Novi Pazar has been noted as a community that could benefit from this approach; therefore research to determine the actual community needs is required.

 

Tasks and Responsibilities

Under the supervision of the Project Co-ordinator, the consultant will conduct a needs assessment in Novi Pazar on whether elements of a referral mechanism already exist in schools and in turn in the broader community to identify youth at risk of becoming involved in anti-social behaviour, and to make recommendations of possible options for future work and support. The consultant will, therefore, study the needs in Novi Pazar and the options available to work with schools as a core element of a mechanism capable of identifying youth at risk of anti-social behaviour and providing support. Specifically, the consultant will:

  1. Organize interviews and focus groups with primary and secondary schools (at least 10, including some branch schools) in Novi Pazar, including directors, pedagogues and teachers, as well as parents and students, to determine what resources and mechanisms currently exist, and what may be needed;
  2. Consult with non-school stakeholders to determine the extent of their current or potential involvement in such processes (approximately 10 individuals, including for example, social welfare centres, youth office/youth centres, religious communities, municipal safety councils, etc.);
  3. Draft initial findings and submit the report to the OSCE (no more than 10 pages, not including annexes);
  4. Based on discussions with the OSCE, draft and submit the final version of the report with recommendations (by 31 December 2017);
  5. Attend consultative meetings with the OSCE as needed.

 

Necessary Qualifications

  • Citizenship of the Republic of Serbia;
  • Completed university degree in a relevant field (political science, security studies, international relations, sociology, psychology or other social sciences); advanced degree desirable;
  • Experience in organizing interviews and focus groups, and in creating an open environment in which participants feel comfortable speaking freely;
  • Experience in preparing notes following interviews and focus groups, and in drafting findings and analysis based on the data collection;
  • Ability to develop policy ideas and proposals based on research findings and analysis;
  • Knowledge of anti-social youth behaviour (including potentially radicalization) an advantage;
  • Professional fluency in Serbian and English, both written and oral;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed for a total period of 15 days and will be paid an amount not exceeding 1,500 EUR in total, commensurate to individual qualifications and experience.

In addition, the OSCE will bear any travel and accommodation costs associated with the consultancy.
