Background
This vacancy is open only for persons with citizenship of one of the OSCE participating States, excluding the sole citizenship of the Republic of Serbia.

The OSCE Mission to Serbia (OSCE) and the United States Department of Justice (USDoJ) are supporting 12 Serbian government officials to prepare for and take the examination required to become Certified Fraud Examiners (CFE). The officials come from the Republic Public Prosecutor's Office, Anti-Corruption Agency, Public Procurement Office, Administration for the Prevention of Money Laundering and State Audit Institution. The officials will be divided into two groups, each group comprising 6 officials.
The CFE examinations are administered by the Association of Certified Fraud Examiners (ACFE), located in the United States, and are taken after study based on online courses. The estimate is that candidates for the CFE will require six to nine months of study. The OSCE is responsible for providing tutoring for participants to assist them in studying for the exam.
The OSCE Mission to Serbia therefore requires the services of an experienced expert to act as tutor of the candidates for the CFE certification to perform tutoring of 12 Serbian officials, namely to assist them in reviewing applicable course material, answering questions about that material, preparing and reviewing practice exams and providing final preparation for the examination, which would allow the Unit to better direct and focus its capacity-building support. The tutor should be available to meet with each group of participants in Belgrade two times per month for a period of 8 months.
Tasks and Responsibilities
The international consultant will develop a tutoring plan with respect to the material covered by the CFE Certificate and, upon approval by the OSCE, carry out the tutoring. The engagement includes close co-ordination with the OSCE and USDOJ to ensure that participants are progressing with the applicable material and to address any difficulties that participants may encounter. Remuneration Package
The consultant will be employed for a total of 40 days in the period of 8 months starting in October 2017, and will be paid a total amount not exceeding 14,000 EUR, commensurate to the selected consultant's qualifications and experience.
