Background:
The opening of former State Security Service files has been discussed in the Albanian public since the start of the democratic processes in Albania in the early 1990s. The approval of Law 45/2015 “On the Right to Information on Documents of the Former State Security Service of the People’s Socialist Republic of Albania” in 2015 and the approval of Board members of the Authority on Access to Information on the Former State Security Service (Authority) in 2016 provide a basis for the scientific examination of the work of the Former State Security Service, including its structure and mechanisms and its impact on the lives of Albanian citizens. The OSCE Presence in Albania, in cooperation with the Authority, supports the development of five research papers in Albanian or English language by Albanian postgraduate students (master/PhD level). The research papers have to be developed making use of the archive of the Authority. The research papers upon agreement with the authors will be presented by them in a scientific conference organized by the OSCE Presence and the Authority during 2018.Their work will be guided by a mentor. The research work is in the context of the overall efforts of the Presence to assist the Authority, and to further involve the public in a better-informed and facts-based discourse on rule of law and human rights violations under the communist regime.
Tasks and responsibilities:
• Consult in person with the research student at minimum once a month in person and by e-mail as needed on a research topic agreed on between the research student and the Authority related to the work of the former State Security Service (SIGURIMI), from 15 October to 30 December;
• Share knowledge and skills with the research student, in particular advise on structure and methodology as well as on incorporation of archive resources;
• Help the research student draft the outline of their research paper.
Qualifications:
• Have a PhD degree in History, Archive studies, Journalism, Law, Human Rights, Social Sciences, Anthropology, Literature or Art;
• Minimum 6 years of professional experience in Lecturing;
• Extensive professional experience at national and/or international level including formal qualifications in education and teaching programmes; • Experience in research and publishing;
• Computer literate;
• Fluency in English would be an asset.
Remuneration:
The selected tutor will receive remuneration for the work in the amount of 250 Euros for the entire period of the research (three months). The payment will be made in two instalments based on the receipt of the report on the pace of the progress. The first instalment will be 100 Euro after submission of first report (by 15 November 2017), the second instalment of 150 Euros will be made after submission of the second report (by 31. December 2017)
