Background    
     
   

Under the supervision of the National Programme Officer, the incumbent is responsible for supporting the implementation of the Mission’s Human Rights Project within the designated AOR of his / her field office. This includes assisting in all aspects of project preparation, implementation and follow-up, including organising meetings, training and other activities necessary to achieve the project's objectives.

 

     
Tasks and Responsibilities    
     
   

Specific duties include:

  • Supports the implementation of the Human Rights Project of the Human Dimension Department by providing administrative, budgetary and logistic support to the planning, implementation and monitoring of activities;
  • Assists the supervisor in developing, implementing and co-ordinating training programmes, workshops, seminars and other activities necessary to achieve project objectives; s/he provides substantive inputs to the Quarterly Plans, is responsible for the practical organisation of activities and provides inputs for the various monitoring tools;
  • Assists the supervisor in promoting compliance with domestic and international human rights standards. Concretely, the Programme Assistant conducts research and prepares background information on responses to particular inquiries in the field of human rights and the rule of law, and assists in the development of advocacy strategies relevant for the implementation of the programme and achieving the set objectives;
  • Coordinates with local and regional interlocutors and civil society stakeholders to ensure that they contribute to the successful implementation of programme goals and objectives for the area;
  • Advises the supervisor of any issues that might impact on the progress and effectiveness of the programmes, including the preparation of weekly, monthly and spot reports;
  • Consecutive interpretation in meetings, seminars and conference and translation of documents correspondence and press articles from English to local languages and vice versa;
  • Maintains records of training, meetings and correspondence and other information;
  • Performs other duties as assigned.

 

     
Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal studies in secretarial, administration or languages;
  • Minimum four (4) years of office work experience preferably with international organisations;
  • Solid translation and interpretation skills;
  • Computer literate with practical experience in Microsoft applications;
  • Excellent spoken and written communication skills in English and local languages.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 2,298.08 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
