Background    
     
   

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with ODIHR’s political mandate. Among the ODIHR’s main fields of activities are election observations as well as a large number of assistance projects in the areas of democratic institution building, the rule of law, human rights, promoting tolerance and non-discrimination and Roma and Sinti integration.

Improving the situation of Roma and Sinti youth is fully grounded in OSCE’s commitments. Active participation of Roma and Sinti youth remains a priority in OSCE’s capacity building mandate under the Action Plan for Improving the Situation of Roma and Sinti within the OSCE Area, adopted in 2003,  and recently enhanced through the focus on youth in the Ministerial Council Decision 4/13 Enhancing OSCE Efforts to Implement the Action Plan on Improving the Situation of Roma and Sinti Within the OSCE Area, With a Particular Focus on Roma and Sinti Women, Youth and Children in December 2013. 

In 2013, the Contact Point for Roma and Sinti Issues (CPRSI) launched the Roma and Sinti Youth Initiative, designed to provide opportunities for civic organizations to stimulate Roma and Sinti youth groups as agents for change in their communities through volunteerism at the grassroots level. Furthermore, the CPRSI organized the “Roma and Sinti Youth Conference: Activism, Participation, Security” in Belgrade in December 2014, followed-up by its conference report in 2015, as well as a training on participation and advocacy for young Roma and Sinti activists and their participation in the 2015 Human Dimension Implementation Meeting. In 2016, the CPRSI supported the implementation of projects empowering Roma youth in Croatia, Georgia, Hungary and Serbia, and enabled the participation of Roma and Sinti youth activists in the 2016 Human Dimension Implementation Meeting. The continuation of the Roma and Sinti Youth Initiative in 2017 would provide a platform for concrete further activities in this area. Furthermore, support for youth from Roma and Sinti communities to be placed in ODIHR is designed to provide them with valuable skills that will equip them for further work in the field of human rights, to introduce them to the work and institutions of the OSCE, and to expose them to work in multinational, multicultural teams in an international organization.

This position is located in the CPRSI in OSCE/ODIHR. The CPRSI requires support by a Junior Expert to achieve its objectives under the project “Roma and Sinti Youth Initiative - Empowering Roma and Sinti youth to promote social inclusion of their communities,” within the ODIHR programme “Assisting the participating States to effectively implement the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area.”

The Junior Expert will also support the activities related to gender mainstreaming in the CPRSI, as well as activities promoting awareness about the specific interests and needs of Roma and Sinti women.

Objectives

The objective of the assignment is to support the work of the CPRSI, especially the implementation of the Roma and Sinti Youth Initiative, and gender-mainstreaming and gender-targeting activities of the CPRSI.

     
Tasks and Responsibilities    
     
   

Under the general supervision of Project Manager, the Junior Expert will perform the following duties:

  • Assisting in monitoring, collecting and processing of information related to the implementation of commitments regarding Roma and Sinti, particularly women and youth, by the OSCE participating States;
  • Supporting the implementation of projects or related tasks and activities, especially the Roma and Sinti Youth Initiative;
  • Assisting in the preparation, organization, evaluation and follow-up of events convened by the CPRSI, especially youth-related events;
  • Undertaking any other tasks related to the project as directed by the Project Manager and/or the CPRSI Programme Manager;
  • Assisting in implementing the programmatic efforts (implementation, evaluation, reporting) for gender mainstreaming of programmatic activities, and gender-targeting activities, including the youth activities.
     
Necessary Qualifications    
     
   
  • Completed secondary education or equivalent;
  • At least 2 years of relevant working experience. Working experience with Roma and Sinti youth or women’s organizations is an advantage;
  • Excellent knowledge of Roma and Sinti related issues, in particular Roma and Sinti youth and women’s issues;
  • Good knowledge of OSCE, ODIHR and the Contact Point for Roma and Sinti Issues respectively (including OSCE commitments relating to Roma and Sinti, and particularly Roma and Sinti youth and women);
  • Excellent organizational skills, ability to work with tight deadlines, and attention to detail;
  • Strong communication skills;
  • Fluent oral and written English. Knowledge of Romani and/or Russian language is an advantage;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

The OSCE/ODIHR shall engage the Junior Expert for six months, to start as soon as possible. Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with the OSCE established rates.

Remuneration for services will be payable at the end of each month, and upon acceptance of all deliverables by ODIHR management in the manner described in these Terms of Reference
