General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum of 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • First-level university degree in law or international human rights;
  • Minimum 6 years (including at least 3 years at the management level relevant to the actual post) of experience managing or implementing human rights or justice-based programmes in post-conflict, transitional, or developing countries;
  • Experience in justice sector programme development and political analysis, including the production of reports, verbal and written briefings;
  • Detailed understanding of both the justice sector in Bosnia and Herzegovina, in particular its institutions and bodies (at all levels of government), and the overall political situation;
  • Understanding of the work of the Mission in the field of the human dimension;
  • Professional fluency in written and spoken English;
  • Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information;
  • Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to operate Windows applications including word processing and email;
  • Possession of a valid driving license and ability to drive using manual transmission;

Desirable:

  • Working knowledge of the local languages a strong advantage.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Deputy Head of the Human Dimension Department (HDD), the incumbent is the principal staff member responsible for the day to day management of the Rule of Law Project of the Human Dimension programme. S/he is also responsible for providing advice to the Head and Deputy Head of the Human Dimension Department on matters related to programme design and implementation planning and evaluation. The selected candidate will supervise the programmatic personnel within the Section to ensure that activities and projects are incorporated into the work of the field-based trial monitoring programme of the Human Dimension Department (HDD), in support of the monitoring of the justice sector, particularly in the management of criminal justice institutions, trial proceedings, and the protection of the rights of vulnerable persons. Specific duties will include:

  1. Managing a project dedicated to ensuring that relevant governmental institutions and legislation promote reforms goals aimed at ensuring access to fair trial rights, promotion of judicial outreach, the processing of war crimes cases, and victim and witness support;
  2. Overseeing ongoing legislative review and revisions, as well as monitoring and reporting on effective implementation of the country¿s human dimension commitments in the field of fair trial rights and the rule of law;
  3. Ensuring close contacts with relevant criminal justice institutions, international organizations active in justice sector reform and civil society groups engaged in the relevant thematic areas;
  4. Overseeing and co-ordinating the implementation of capacity building activities and technical assistance provided to assist the courts, prosecutors' offices, judicial administration, criminal legislative review experts, prison system, and service providers for vulnerable individuals, and civil society groups promoting outreach and victim and witness support;
  5. Providing support in the development and implementation of the Project's budget and human resources planning;
  6. Together with the other Heads of Sections assisting the Head and Deputy Head of the Human Dimension Department with programme development and strategy formulation through identification of lessons learnt, current trends, achievements, problems and future plans;
  7. Co-ordinating with international and domestic organizations active in the field of justice sector reform at the working level in order to prevent duplication and to ensure that the programme achieves maximum benefit from related initiatives;
  8. Integrating project evaluation and long-term impact assessment practices into all policy and project work;
  9. Working with the Head and Deputy Head of the Human Dimension Department, as well as other Heads of Section to identify cross-cutting synergies among areas of HDD work;
  10. Performing other duties as assigned.
