Background:

A vacancy have arisen in the Headquarters of the OSCE Presence in Albania for an Administrative Assistant (G5), at the Department of Governance in Economic and Environmental Issues (GEEID), OSCE Presence in Albania.

 

Tasks and Responsibilities:

The incumbents will be under the direct supervision of the Head of Governance, Economic and Environmental Issues Department (GEEID) and will perform the following duties: - Assist in overseeing the GEEID budget and activities; as well as overseeing the monitoring and implementation of projects' activities and budget/s; - Gather information from the Department's units, analyse the information, compile and prepare the draft of the Department's Bi-Weekly Report; - Assist in project identification, development and implementation; - Assist in research on economic and environmental issues, property reform, anti-corruption, anti-trafficking, regional administrative reform and decentralization process, including those related to principles and practice of democratic government at the local level; - Monitor national developments relating to government and donors with regard to economic and environmental reform, property reform, anti-corruption, anti-trafficking, regional administrative reform and decentralization process; - Arrange and participate in the meetings as well as provides written summaries of meetings minutes; - Provide support to the Department's units for procurement related issues and procedures; - Provide support with all incoming and outgoing electronic data, paper work and draft correspondence; - Maintain and up-date the departmental archives and co-operate in the maintenance of the Presence archives; - Responsible for the preparation of detailed programs and duty travel itineraries for visiting officials to the Presence; - Receives visitors and assist them or put them in contact with the staff member concerned; - Provide translation and interpretation; - Perform any other duties as assigned.

 

Necessary Qualifications:

1. Secondary education supplemented by specific studies in economy, social sciences, business administration, regional planning and development, environmental studies, public administration or other related fields; 2. Minimum 4 years’ experience of relevant work in related fields with governmental units, NGOs and/or international organizations; 3. Demonstrable translation and interpretation experience; 4. Experience in office management skills, including an ability to operate all Microsoft Office applications; 5. Ability to work with minimum supervision; 6. Ability to organize and to prioritize tasks; 7. Some project management experience would be an asset; 8. Professional fluency in English and Albanian, both oral and written; 9. Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity. 10. Must be Albanian resident.

 

Remuneration Package:

According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 819.5 EURO, subject to National Social Security deductions which currently is approximately 80 Euro. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3, subject to specific conditions.
