Situation analysis in Kosovo Purpose/ objectives /outcomes of PPS Project The Democratization Department’s (DD) Public Participation Section (PPS), established in 2014, encompasses three portfolios: Civil Society Organizations, women, and youth. It is designed to build on, and further strengthen, existing linkages and interconnectedness among these portfolios in an effort to establish new and improve existing mechanisms that encourage public participation which is crucial for the further advancement of a democratic society in Kosovo. Enhanced, meaningful and influential public participation is the line objective of the project, supporting future young women and men leaders. After phasing out the multi-year general capacity building support to CSOs, youth structures and women caucus groups in 2015, in 2016 PPS focused on more innovative approaches, including the “pillar area” of sports, arts, citizens’ education and democracy , which will continue in 2017. Focus will be placed on turning beneficiaries into stakeholders, creating ownership as a precondition for sustainability, innovative solutions for identified interventions, and “hands-on” ”learning by doing” approaches. Scope of the evaluation OMIK is seeking to hire an evaluation expert to assess the relevance, impact, efficiency, effectiveness, and sustainability of its three-year endeavour on public participation. 1. | Remuneration Package | ||
| Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates. | ||
