Background    
     
    The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
     
Tasks and Responsibilities    
     
   

Under the general supervision of the Second Deputy Director of the ODIHR, the incumbent performs the functions of the Chief of Finance and also Deputy Head of Common Services. The responsibility includes:

 

  1. Leading the financial activities of ODIHR by ensuring the smooth operation and co-ordination of two sub-Units - Budget and Accounts/Treasury;
  2. Performing human and financial resource management including supervisory functions vis à vis staff;
  3. Maintains and implements control mechanisms to safeguard assets and ensure efficient use of resources; oversees the application of the IRMA in the Office and the resolution of related issues; develops the procedures and controls for the specific needs of the ODIHR;
  4. Coordinates the budget planning and submission process in the Office, and consolidates the required inputs from Departments;
  5. Provides advice to the management of the ODIHR on financial matters and acting as the focal point on all financial issues;
  6. Serves as Officer-in-Charge for the Common Services department in the absence of the Second Deputy Director;
  7. Performs other related duties as required.

Necessary Qualifications    
     
   
  • Advanced university degree in Business Administration, Finance  and/or related fields or First level University degree supplemented by a certification from a recognized professional accountancy institution, preferably CPA, CMA, CFA or similar;
  • At least eight years (full-time equivalent) of progressively responsible experience in financial and general management;
  • At least six years (full-time equivalent) of professional experience in a senior position in an intergovernmental, governmental, non-governmental or commercial organization;
  • Experience in designing and/or implementing of- or extensive user experience with- automated integrated enterprise-wide financial systems;
  • Experience in other operational areas such as Procurement, HR management etc. is an asset
  • Field experience is an asset;
  • Professional fluency of the English language, both written and spoken;
  • Working knowledge of other OSCE languages is an asset.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 6,038. OSCE salaries are exempt from taxation in Poland.

 

Social security will include participation in the Cigna International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
