General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Prior experience in relevant fields such as political, security, minority and education issues;
  • Knowledge of the history of political and security situation  and recent developments in the mission area;
  • Knowledge and experience with conflict analysis and mediation/dialogue facilitation;
  • Ability to establish contact and constructive relations with local population and officials;
  • Ability to create and maintain information management systems related to different data collected;
  • Proficiency with drafting reports and analytical products;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and within limited time frames, including the willingness and ability to work extended hours, outside of normal working hours, and to be on-call;
  • Professional fluency in English, both oral and written;
  • Ability to operate computer windows applications, including Excel, PowerPoint, word processing and e-mail.

Desirable:

  • Good organizational skills;
  • Knowledge of the local language or the most common lingua franca spoken in the mission area;
  • Certified training in communications, personal protection including mine awareness, map reading and first aid.
 
 
 
 
Tasks and Responsibilities

Under the overall guidance of the Chief of the Monitoring Unit and direct supervision of the Senior Monitoring Officer, the Monitoring Officer:

  1. Monitors the security situation in the Host country, including the overall situation in the former crisis area, and reports regularly on security incidents, and overall interethnic relations;
  2. Maintains constructive contact with local authorities, liaises with other international organizations operating in the region, and interacts with local leaders and interlocutors such as Mayors, local institutions, heads of villages, religious leaders etc.;
  3. When necessary and appropriate, serves as an intermediary/mediator between conflicting parties;
  4. Reports on vital security and political developments and provides related information from the field for dissemination to appropriate unit(s)/organization(s)/authority(s); upon request of the Monitoring Unit management, contributes to analytic work of the Unit in his/her identified fields of expertise;
  5. Supports the efforts of the various other departments/units in the Field (Political and Reporting Unit, Democratic Governance and Social Cohesion Unit, Police Development Unit, etc.);
  6. Performs other duties as assigned.
