| Mission Specific Requirements |
|
Additionally, this particular post has specific requirements:
Mandatory:
- Minimum of six years of professional experience in international relations, within international organizations, government or academia/think-tanks;
- Significant prior experience in relevant fields, such as political, security and ceasefire-related issues, preferably in an international environment or within operational missions;
- Professional fluency in the English language and ability to analyse and communicate clearly and concisely;
- Ability to work with maps and data;
- Flexibility and ability to work under pressure and with limited time frames;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Cultural sensitivity and political judgement;
- Ability to operate computer Windows applications, including Excel, Word processing and e-mail.
Desirable:
- Experience in working in Eastern Europe and/or knowledge of the region;
- Experience with the OSCE and/or other international organizations;
- Working knowledge of the Ukrainian and/or Russian language(s).

| Tasks and Responsibilities |
|
Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the direct supervision of the Head of Reporting and Political Analysis Unit, the Trend Analysis Adviser will have the following specific responsibilities:
- Collating and analysing data collected by Monitoring Teams to identify and present information on trends in the security field, especially related to the ceasefire regime and the withdrawal of weapons regulated by the Minsk agreements;
- Contributing to data-collection methodologies, designing of data collection tools, as well as the design, maintenance and development of databases;
- Contributing to the preparation of the Mission's regular and other reports by providing information (statistics, charts, etc.) on security trends;
- Preparing talking points and presentations on security trends and statistics for official meetings of different levels;
- Providing background information and assessment of relevant security trends in the country;
- Contributing to operational instructions and liaising with the Operations Unit to help ensure Monitoring Teams receive feedback and guidance on reports and other aspects of the implementation of the Mission's mandate;
- Establishing and maintaining contact with relevant political actors, state institutions, civil-society organizations;
- Performing other duties as required.
