The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. The Unit contributes to the implementation of the OSCE's counter-terrorism commitments by providing support to the Chairmanship-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues.
TNTD/ATU also assists participating States with implementing their relevant commitments in this area, as defined by relevant decisions, and acts on requests from participating States to assist in enhancing their capacities to respond to current and emerging terrorist threats. TNTD/ATU supports the work of relevant UN bodies and enhances co-operation with external partners and other regional organizations in preventing and countering terrorism.

Tasks and Responsibilities |

|
Under the guidance of the Head of Unit and the direct supervision of the Deputy Head, the incumbent will contribute to the implementation of the OSCE anti-terrorism commitments. More specifically, he/she will perform the following duties:
- Facilitating interaction between the participating States under the PC Decision No. 1063, including providing support on technical assistance and co-operation;
- Participating in the development, implementation and evaluation of assigned programmes or projects;
- Identifying problems and issues to be addressed and propose corrective actions; liaising with relevant parties;
- Researching, analysing and presenting information on implementation of the relevant OSCE decisions and related commitments within the OSCE;
- Assisting the Head/Deputy Head of Unit in the identification of possible additional taskings by the Permanent/Ministerial Council, avoiding duplication of efforts by other organizations;
- Providing information and expertise to Delegations, OSCE bodies, Institutions and field operations on counter-terrorism related issues;
- Assisting in policy development including the review and analysis of counter-terrorism related issues and trends;
- Providing advice to the Chairman-in-Office, the Secretary General and the Co-ordinator to address transnational threats, through the Head of the Unit, as requested;
- Identifying needs, requirements and resources to assist in implementing counter-terrorism commitments together with the interested OSCE participating States; proposing new actions and activities, where appropriate;
- Identifying and exploring synergies and complementarities between the OSCE and possible project partners;
- Collecting lessons learned from internal and external sources; analysing them, and on this basis drafting best practices, including replication of successful approaches across the OSCE region;
- Performing other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- First level university degree in international/political affairs, security, law enforcement studies or a closely related field, such as military science with pertinent concentration; expertise or formal training in the anti-terrorism field would be an asset;
- Minimum of six years of progressively responsible and relevant professional experience in security affairs, and at least two years with international organizations; previous OSCE experience would be an asset;
- Established experience in diplomatic affairs, policy or treaty formulation;
- Expertise in law enforcement and military affairs across three levels;
- Practical experience in working for or co-ordination with UN-system organizations and the EU would be an asset;
- Experience in counter-terrorism issues or the OSCE relevant counter-terrorism areas (policing, terrorism financing, border issues) would be an asset;
- Project management experience;
- Demonstrated ability to foresee risks, anticipate conflicts and propose solution;
- Professional fluency in English with good oral and written communication skills, knowledge of other OSCE working languages would be an asset;
- Computer literate with practical experience in Microsoft applications;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
- Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration is approximately EUR 6,124, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are made at step 1 of the applicable OSCE salary scale.
