Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.
     
Tasks and Responsibilities    
     
   

The Democratic Governance and Social Cohesion Unit (DGSCU) is an integral part of the Human Dimension Department. The Unit consists of three (3) international positions and 14 national positions. The part-time Project Assistant (G4) operates under the direct supervision of the Senior Democratic Governance and Social Cohesion Officer within the Extra Budgetary (ExB) project "Building Bridges".

More specifically, the incumbent:

  1. Assists the Unit in co-ordination and execution of the Building Bridges Fund project activities; liaises and maintains daily communication with grantees; maintains project administration and archives, raises PRs in IRMA, liaises with Procurement, Finance and Human Resources Offices; monitors the implementation of the project activities; keeps record of all interactions;
  2. Participates in the liaison with relevant counterparts and stakeholders and in the establishment / assessment of budgets for the project and in monitoring implementation by controlling the expenditures against budget allotments; assists in the preparation of financial and other reports of the Building Bridges Fund;
  3. Contributes to the implementation of the project activities through participation in meetings, contacts, discussions and organization of activities and provides logistical support to the organization and administration of events within the scope of the project;
  4. Provides ad-hoc translation/consecutive interpretation when necessary;
  5. Organizes meetings, prepares background materials and briefing materials for internal and external use; maintains relevant databases and logs; executes all technical support activities (preparation and sending mail, telephone contacts etc.); provides support during preparation of project materials – copying, binding, etc.;
  6. Performs other duties as required.
     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia
  • Completed secondary education, supplemented by formal training in project management, administration
  • Minimum three years of work experience in multi-cultural education, working on projects, preferably in the field of youth and education
  • Established knowledge of and experience in project cycle management and procedures for preparation and implementation of projects
  • Experience in report writing skills in English, including an ability to produce clear inputs and other reader-friendly and well-formatted documents as required
  • Computer literate with practical experience in Microsoft packages
  • Numerate with affinity for bookkeeping, administration and archiving
  • Excellent verbal and written communication skills in English and in local languages
  • Fluency in Albanian language will be considered a very strong asset
  • Ability to work under pressure and respond to tight deadlines
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

 

     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 591.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

* The position is on a part-time basis, i.e. (20) twenty working hours per week.
