Tasks and Responsibilities    
     
   

Under the direct supervision of the National Procurement Officer the incumbent performs the following functions:

  • Processes Purchase Requisitions for technically complex and routine acquisitions of goods and services and assists the National Procurement Officer and Contracts/Procurement Officer in coordination of the procurement process of goods and services required by the OMIK Headquarters, its Field Offices, the  Substantive Departments;
  • Co-ordinates the procurement of major equipment and critical services (such as for building engineering, security, ICT, transport and supply, medical, training and election purposes) as assigned by the supervisor;  as the case manager for a given Purchase Request, follows up on all stages of procurement;
  • Prepares price solicitations, invitations to bid and requests for quotations for routine acquisitions of goods and services;
  • Reviews assigned Purchase Requisitions (including specifications and justification for request) in the Oracle ERP database. Assesses completeness and correctness of Purchase Requisitions and obtains additional information from the Requestor, where required;
  • Clarifies the precise requirements of the requestor, keeping in mind cost of items/equipment or services from brochures, technical specifications, quotations and samples of products;
  • Issues purchase orders, notices of award, contracts;
  • Performs relevant functions in the Oracle ERP database;
  • Maintains and files purchase order, tender and contract-related documents;
  • Monitors post award compliance and contract performance and follows up on issues of a non-legal nature with vendors such as adherence to contractual commitments, technical specifications, deadlines and price quotations. Performs closing procedure in ERP database upon contract completion and final invoice payment; 
  • Provides ongoing on-the-job coaching and advice to requestors and Oracle ERP database users;
  • Explains Procurement regulations and procedures to Mission staff members to ensure a clear understanding of provisions by staff and management, and ascertains their correct application. Compiles regular and ad hoc reports on the status of procurement activities for management review and information;
  • Conducts market research, screens and pre-qualifies suppliers ensuring vendors meet OSCE requirements;
  • Performs other duties as assigned.
     
Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal study and/or courses on purchasing, supply chain management, or business administration;
  • At least six years of experience in procurement, contracts administration or material management, acquired in an international organization or mission, or other international environment;
  • Contracting and negotiation experience working with local suppliers, vendors and official authorities;
  • Familiarity with the mission area and local procurement practices;
  • Computer literate with practical experience with Microsoft applications, knowledge of automated procurement systems (knowledge of Oracle software an advantage) and Internet search engines;
  • Ability to brief colleagues on applications and to solve standard technical problems;
  • Excellent oral and written communication skills in English and in local languages (knowledge of Serbian is an advantage);
  • Ability to draft correspondence related to the submission and evaluation of tenders and procurement activities in general;
  • Ability to communicate verbally in English and local languages in order to clarify and discuss with requestors and vendors issues related to delivery dates and quality/quantities requested and delivered;
  • Skilled at negotiating with local suppliers, vendors and official authorities.
     
Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is € 1180.67 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
