Background    
     
   

The current climate in Kosovo calls for a comprehensive, long-term strategy for introducing media literacy programs into schools and the education curriculum. According to a study conducted by Friedrich Edberg Stiftung in 2012 , adolescents in Kosovo spend on average 7 hours per day consuming internet and television. In 2014, 98% of adolescents attending higher education in Kosovo claimed to use social media on a daily basis. Having this information in mind, it is clear that adolescents are exposed to the risk of being manipulated by harmful information. Without the tools and knowledge to handle such situations and the capacity to understand - they are being directly influenced. This can have concerning wide-ranging long-term effects; thus it is critical that a project address this issue and create conditions for inclusion of media literacy subject in the educational system in Kosovo.

For this reason and to enhance media literacy capacities of teachers in the schools where project will be piloted, Media Section will facilitate training for future trainers on teaching Media Literacy in the high schools in Kosovo. The training will be organised during 2017 targeting 14 teachers from 7 schools in Prishtinë/Priština, Mitrovica, Prizren, Pejë/Peæ, Ferizaj/Uroševac, Gjilan/Gnjilane and Gjakovë/Djakovica in close cooperation and coordination with the Ministry of Education, Science and Technology of Kosovo.

Objective

The OSCE Mission requires the services of one experienced consultant for five (5) engagement days to design and implement training for fourteen (14) teachers from the schools participating in the project. Training will last two (2) days. Upon completing the training, hired international expert will submit final report with conclusions and recommendations for the future activities in this field.

     
Tasks and Responsibilities    
     
   

The scope of the work performed by the consultant will include the following:

  • Prepare training materials for enhancing media literacy capacities of teachers in the schools where project will be piloted;
  • Send the training materials electronically for printing to the activity/project manager for printing and preparation for the training course;
  • Be able to deliver the training during weekend days;
  • Prepare set of recommendations for the activity/project manager related to the follow up activities on teaching media literacy in the schools in Kosovo envisaged for 2018.

Deliverables

Within ten (10) days after receiving information from Media Section Project Manager on planned training on enhancing media literacy capacities of teachers in the schools where project will be piloted, the international consultant will;

  • Submit draft training plan for consideration to the OMIK project Manager
  • After approval of the draft training plan by the OMiK Project Manager hired consultant will submit a detailed work training plan for the training
  • The detailed training plan delivered by the consultant will be certified by the Ministry of Education, Science and Technology of Kosovo
  • Final work plan will be developed and submitted to the project manager a week before commencement of the assignment
  • Training agenda, presentations and materials will be submitted together with the final work plan
  • Evaluation questionnaire
  • Final report to be delivered to the project manager a week after the end of the training
  • Consultant will certify local teachers upon the completion of the training course on media literacy

Performance Indicators

Final documents incorporating comments received from the Project Manager delivered on time in an appropriate format and quality as requested by the Project Manager Consultancy implemented as planned  

     
Necessary Qualifications    
     
   
  • University degree in social studies, languages, journalism, general law or media law or other related field
  • At least ten (10) years of relevant working experience in education
  • Professional understanding of media literacy
  • Professional knowledge of educational issues related to the teaching of media literacy in EU
  • Professional knowledge educational issues in the South-eastern Europe
  • Professional understanding and knowledge of development of media literacy education curricula and syllabuses
  • Professional knowledge of English language
  • Most common lingua franca spoken in the region desirable
  • Computer literacy
     
Remuneration Package    
     
    Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
