Background:
The OSCE Presence in Albania will support five post-graduates students to conduct a three-month long research work,
from October to December 2017, for the Authority on Access to Information on the Former State Security Service. The
opening of former State Security Service files has been discussed in the Albanian public since the start of the democratic
processes in Albania. The approval of Law 45/2015 “On the Right to Information on Documents of the Former State
Security Service of the People’s Socialist Republic of Albania” in 2015 and the approval of Board members of the
Authority on Access to Information on the Former State Security Service (Authority) in 2016 provide for the first time a
basis for the scientific examination of the work of the Former State Security Service, including its structure and
mechanisms and its impact on the lives of Albanian citizens. The OSCE Presence in Albania, in cooperation with the
Authority, supports the development of five research papers in Albanian or English language by Albanian postgraduate
students (master/PhD level), who are presently studying at a registered university. The selected researchers will receive
remuneration for their research work for the duration of three months. The research papers have to be developed making
use of the archive of the Authority. The research papers upon agreement with the authors will be presented by the
authors in a scientific conference organized by the OSCE Presence and the Authority during 2018.
Tasks and Responsibilities:
The research work is supported in the overall efforts of the Presence to assist the Authority, and further involve the public
in a better-informed and facts-based discourse on rule of law and human rights violations under the communist regime.
In this regard, the researcher will: Conduct research for three months from 1 October to 31 December 2017 in the archive
of the Authority on a topic related to the work of the former State Security Service. Consult once a week with the tutor
provided by the project. Prepare and submit a draft research paper to the Authority, in consultation with the tutor. Submit
the final research paper to the OSCE Presence upon completion of the research work. The Authority will provide space
at its premises, while the students chosen for this activity will work on their private IT equipment. To be noted: For the
national Albanian students coming from universities outside Albania there will be no accommodation provided.
Expected Output/Deliverable:
• Deliver to OSCE Presence and the Authority a research paper in Albanian or in English based on the research done
in the Archives of the Authority on Access to Information on the Former State Security Service, latest by 30 June 2018,
upon which a certificate of successful completion of the programme will be issued.• Present the research results in a
scientific conference organized by the OSCE Presence and the Authority during 2018.
Necessary Qualifications:
• To be an Albanian citizen
• To be presently enrolled in university studies
• Have a bachelor degree in History, Archive studies, Journalism, Law, Social Sciences, Anthropology, Literature, Art or other
relevant course.
• Computer literate.
Remuneration Package:
•The selected researchers will receive remuneration for their research work in the amount of 200 Euros per person for
the three months of research at the Authority (total of 600 Euros per person). •Deliver to the OSCE on 31 October, 30
November and 31 December a one page detailed progress report on the research, upon the receipt of which the
remuneration of 200 Euros for each month of research at the Authority will be provided to the researcher by the project
manager, who signs each research report.
