Background    
     
   

Free media have long been recognized as a cornerstone of democracy and play an important role in influencing political discourse during elections. When free and balanced, traditional media (print and broadcast) foster transparency and the dissemination of important electoral information. The rise of new media – such as social media sites, blogs, email and other new media platforms – provides further avenues and possibilities for participatory citizenship, information and knowledge sharing, and inclusion and empowerment. Both traditional and new media can play a vital watchdog role, and serve as a campaign platform, a forum for public debate and as a public educator, ultimately strengthening democracy. A core concern of media coverage of elections is the right of voters to full and accurate information, and their rights to participate in public discourse on policy matters and with politicians. Furthermore, the Electoral Management Bodies both at local and central level has a need to communicate information to the electorate – and to a variety of other groups, including the political parties and candidates. Free and fair principle - means equal start points for all competitors in electoral race.

Objective

The International Consultant will be required to lead two-day training for two separate groups (total of four training days) aimed to build capacities of local/regional media representatives from Kosovo. More specifically:

  • Training should cover different segments from scope of elections, including but not limited to election administration, voter education, appeals and complaints, with main focus on political parties and campaign at local level.
  • Training also should cover international standards for the media reporting on elections, Kosovo electoral legislation framework, and the position of new (online) media and their position in the process as whole.
  • Moreover, the training could include ethical issues and other challenges with the coverage of elections, like coverage of the central and local authorities, position of incumbency and coverage of small parties.

 

     
Tasks and Responsibilities    
     
   
  • To prepare Handbook for media reporting in elections, to serve as training material as well
  • To prepare training two page training curricula
  • To prepare agenda for training Reporting on Elections, agreed with Mission staff
  • To deliver two training sessions of two days each, in assistance with Mission staff
  • To prepare evaluation form for the training and to
  • Prepare final report with conclusions and recommendations to Project Manager for future activities in this field.

Deliverables

  • Handbook for media reporting on elections, delivered for clearance to the OMIK not later than sixty (45) calendar days before the training
  • Two page training curricula, delivered for clearance to the OMIK not later than forty five (40) calendar days before the training
  • Detailed training agenda, delivered for clearance to the OMIK not later than thirty (30) calendar days before the training
  • Four pages report containing the summary of findings from the training. International consultant should provide recommendations for Kosovo media when reporting on elections. The summary report should be delivered no later than 15 days after the training

Performance Indicators

  • The Handbook for media reporting on elections is delivered at least thirty (45) calendar days prior to the training. The handbook contains key guidelines for media reporting on elections, covering different elements from scope of elections, focusing on political entities and campaign
  • The International expert delivers two training sessions of two days each for media reporting on elections
  • Deliverables completed on time and as agreed with project manager
  • Positive feedback from the participants in the trainin

 

     
Necessary Qualifications    
     
   
  • University degree in political science, journalism, or relevant social science field
  • More than 10 years of extensive training and/or coaching/lecturing background and proven ability to facilitate training for journalists
  • Demonstrable knowledge of monitoring methodologies and proven analytical skills
  • Outstanding communication skills
  • Excellent knowledge of the role of media in elections
  • Ability to provide feedback in a constructive manner
  • Experience working for the OSCE is desirable.
     
Remuneration Package    
     
    Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
