General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Professional experience in the fields of rule of law, human rights, and democratization;
  • Experience with legal analysis and advocacy, preferably in international law, constitutional law and criminal law;
  • Proven experience with project design and implementation;
  • Professional fluency in English and the ability to draft documents clearly and concisely;
  • Working knowledge of the Russian language;
  • Ability to establish and maintain relations with government officials, institutions and civil society;
  • Ability to operate Windows applications, including word processing and e-mail;
  • Demonstrated ability and willingness to lead and work within a team with people of different cultural and religious backgrounds, gender and diverse political views;
  • Flexibility and ability to work independently under pressure and within close deadlines.

Desirable:

  • International field experience in human rights and reporting, preferably in Eastern European countries;
  • Legal drafting experience;
  • Experience in judicial reform and transitional justice;
  • Experience with law enforcement or police work;
  • Knowledge of the regional political situation and the legal system of the Mission area;
  • Working knowledge of the Romanian language;
  • Experience with gender mainstreaming projects.
 
 
 
 
Tasks and Responsibilities

Under the direction and supervision of the Programme Manager of the Human Rights and Democratization Programme and in close co-operation with the Deputy Head of Mission and the Head of Mission, the Human Dimension Officer will be responsible for:

  1. Reviewing existing and draft Moldovan legislation for compliance with international and European human rights and rule of law standards;
  2. Providing advisory support to the Parliament of the Republic of Moldova's standing committees and governmental institutions through written and verbal recommendations and opinions;
  3. Designing, implementing and reporting on projects and issues related to rule of law, human rights and democratization that fall within the Mission's mandate and programme objectives;
  4. Developing the Mission's policy on rule of law, human rights and democratization issues under the supervision of the Human Rights/Democratization Programme Manager and the Mission leadership;
  5. Establishing contact and develops constructive relations with government officials and institutions, Parliament, as well as with civil society on projects and issues related to rule of law, human rights and democratization that fall within the Mission's mandate and programme objectives;
  6. Co-ordinating and liaising with other Mission members and international and national organizations in the rule, law, human rights and democratization fields as appropriate;
  7. Serving as the Mission legal adviser with respect to all matters pertaining to the Mission and its mandate;
  8. Supervising and managing one National Legal Officer;
  9. Performing other duties as required.
