Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of Section,the overall supervision of the Deputy Director of the Democratization Department, assigned as Extra Budgetary (ExB), and in close cooperation with other members of the Media Section, the incumbent performs the following functions:

1. Develops, drafts and implements extra budgetary project, Safety of Journalists Public Awareness Campaign, taking overall responsibility for the project under the supervision and guidance of the Chief of Media Section; ensures that the project is successfully implemented in accordance with its objectives throughout the project cycle, including designing action plans, budgets, implementation plans, final reports and evaluation;     a.) Under the supervision of the Chief of Media Section, drafts and implements activities outlines in the project document, taking overall responsibility for their effective implementation, including administrative and reporting requirements;     b.) Writes reports and activity proposals or, jointly with the supervisor; evaluates project proposals especially in the field of freedom of media and submits them to HQ Department staff for approval and funding; estimates costs for project components (fees for local and International trainers, travel cost, rent for training rooms, training and printed course material, stationary);     c.) Develops implementation plan, including measurement indicators and evaluation for activities to be implemented in the field;     d.) Adapts project activities to local conditions and ensures that a coherent approach is followed in the geographical area throughout project implementation; performs all related support activities within established time-frames achieving accountability for project results and long-term sustainability;      e.) Provides regular written and verbal feedback, in particular written progress reports during the implementation phase of the project and a final report at the conclusion of the project.  The final report includes a segment on the evaluation of project activities and detailed suggestions for follow-up and improvement on design and implementation. 2. Conducts research on the role of media, the safety of journalists, and status of media pluralism and freedom of media in the mission area;     a.) Conducts research and collects data on relevant media topics to compile background information for project activities and write summaries of latest trends pertaining to the safety of journalists;     b.) Keeps in regular contact with other international and local actors working on safety of journalists issues, including associations of journalists, the international community in Kosovo, and the OSCE Office of the Representative on Freedom of the Media;     c.) Provides programmatic advice to the Chief of the Media Section on further development of media, including on the safety of journalists; 3. Drafts policy papers, summaries, and recommendations or conclusions derived from research and implementation of Safety of Journalists Public Awareness Campaign;     a.) Conducts research and collects data on relevant media topics to compile background information for project activities and write summaries of latest trends pertaining to the safety of journalists;     b.) Under guidance from the Chief of Media Section and/or Director of Democratization, drafts policy papers and recommendations derived from the project’s activities and outcomes;     c.) Informs or shares drafted information with the relevant actors to expand project ideas and to formulate activities; 4. Provides advice to professional associations of journalists, media outlets, international organizations, and relevant media institutions;     a.) Coordinates with international stakeholders as well as regional media institutions to assess latest trends and media developments to convey to appropriate local and international actors and Mission personnel. 5. Established working relations and coordinates with the Office of the OSCE Representative on Freedom of the Media, the International Federation of Journalists and other local and international actors on media related issues, in particular on the safety of journalists;     a.) Establishes and maintains contacts in order to receive and disseminate information on media developments, donor meetings focusing on media issues in and outside the OMiK mission area;     b.) Informs or shares information with the relevant actors to expand project ideas and to formulate projects; 6. Provides relevant written and verbal communication, such as: quarterly analytical reports, presentations, briefing notes, inputs to various mission tasks, etc;     a.) Under guidance from the Chief of Media Section, drafts relevant written summaries and inputs; 7. Performs other duties as assigned.

     
Necessary Qualifications    
     
   
  • University degree in political science, international affairs, media affairs or related field;
  • Minimum of two years working experience with in development, media, and/or project implementation, preferably on freedom of media issues; some of the working experience should have been acquired in a national or international organization or a mission environment.
  • Established experience in drafting and managing projects in a development context
  • Established Ability to work with a wide variety of actors, including media outlets, civil society groups, relevant governmental and independent media institutions, and professional associations;
  • Established Ability to analyse and interpret research data and to present findings and conclusions in a form suitable for use by governmental and non-governmental organizations. Administrative skills to organize meetings.
  • Established Ability to conduct research and presenting findings in an intuitive and coherent manner to a diverse audience;
  • Computer literate with practical experience in Microsoft packages
  • Excellent spoken and written communication skills in English and in local languages 
  • Holding a valid driving license.
  • Knowledge of the political environment relevant to the OSCE Mission in Kosovo, OSCE principles and commitments and mandate and structure of the international community present in Kosovo;
     
Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is €1,524.17 Euros/month. Social benefits will include participation in the CIGNA health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
