Background

		The Presence, in co-operation with the Central European Initiative, will carry out an assessment mapping the identifiable good practices in six selected local government units (Albania (Pogradec and Prrenjas), Bosnia and Herzegovina (Gorazde tbc, and Teslic) and the former Yugoslav Republic of Macedonia (Ohrid and Struga). The assessment will focus on specific lessons learned and existing good practices, aimed to increase economic growth, reduce unemployment especially among women and youth and enhance greater social cohesion. The assessment will include both qualitative and quantitative research methods, making use of available statistical data, desk research of urban plans and local strategies as well as targeted semi-structured interviews with key actors from the local government unit’s economic context. The Presence will contract a local short term consultant in former Yugoslav Republic of Macedonia, which under the lead of the senior expert, will carry out a desk research and a series of semi-structured interviews with relevant stakeholders in the two selected municipalities. His/her input will contribute to the drafting of the assessment report which will be presented to the stakeholders at a regional conference to be held in Pogradec (Albania).

Tasks and Responsibilities

		Under the supervision of the Project Manager, the lead senior expert and in consultation with the Head of the Governance in Economic and Environmental Issues Department (GEEID) the national expert will be required to implement the following tasks: 1. Make a desk research on the two selected municipalities in the former Yugoslav Republic of Macedonia (Ohrid and Struga) on any available local strategy, urban and development plan and budget report, to identify implemented activities, measures and good practices regarding the reduction of the unemployment rate, increasing social cohesion and economic growth. The desk research will be shared with the Albanian counterpart. 2. Provide input/answer questions to the lead senior expert in relation to the desk research and the entire field work. 3. Interview at least five main stakeholders in the targeted municipalities in the former Yugoslav Republic of Macedonia, utilizing standard semi-structured interview templates as agreed with the lead senior expert including municipality leadership and senior staff, councillors, local business associations/chambers of commerce and regional development agencies. 4. Conduct at least four interviews in the former Yugoslav Republic of Macedonia selected municipalities with non-governmental organizations, regional vocational school administrators, regional employment offices and associations of women and youth. Conduct these interviews utilizing the standard semi-structured interview templates as agreed with the lead senior expert, in order to understand their work with women and youth in the region, status of activities, needs and interests. 5. Prepare a final report containing the field work results including the interviews held.

Necessary Qualifications

		1. University degree in social sciences, economics or political sciences; 2. At least 2 years of experience in social research and/or in a project support role, preferably in the targeted municipalities; 3. Demonstrated knowledge of local governance policies on self-employment and entrepreneurship encouragement, preferably in the target municipalities; 4. Ability to establish and maintain effective working relations with people of different national, cultural and professional backgrounds, while maintaining impartiality and objectivity; 5. Computer skills, in particular applications of the MS Office package and internet search; 6. Excellent writing and speaking skills in English and local language/s; 7. Citizenship from Former Yugoslav Republic of Macedonia.

Remuneration Package

		The remuneration shall be paid upon assessment and approval of the in charge Department (GEEID) of the following deliverables: 1. List of materials used for the desk research; 2. Minutes on the meetings and interviews held; 3. Report on the full set of interviews held.
