Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to appointment at the HCNM must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States.

 
 
 
 
Tasks and Responsibilities

The HCNM is seeking a Project Officer to take charge of the development and implementation of projects in support of the HCNM's conflict prevention mandate. Under the supervision of the Head of Section, and in close co-ordination with the HCNM Director and the Senior Administrative Officer, the Project Officer will be responsible for all phases of assigned project development and implementation. More specifically, the Project Officer is responsible for:

  • Conducting in-country assessments to identify potential projects;
  • Developing project proposals and identifying possible project partners;
  • Implementing, evaluating and reporting on projects;
  • Overseeing project expenditures and ensuring compliance with budgets and donor requirements;
  • Donor and OSCE reporting, to include the preparation of narrative and financial reports;
  • Contributing to discussions on HCNM policies and strategies for portfolio countries and supporting Political and Legal Advisers in the implementation of their activities;
  • Performing other related duties as required.
 
 
 
 
Necessary Qualifications
  • First-level university degree in law, project management, political science, business administration or other relevant field; possession of an advanced university degree is an asset;
  • A minimum of six years of progressively responsible project management experience, including experience in the results-based management of international development, conflict prevention or public administration projects, with a minimum of two years at the international level;
  • Knowledge of the OSCE and the implementation of projects in the OSCE region;
  • Professional fluency in English; working knowledge of Russian is strongly preferred;
  • Strong communication skills; resourcefulness; team spirit; initiative;
  • Ability to work independently but also as part of a team;
  • Computer literate;
  • Ability to establish and maintain effective working relations with people of different cultural and religious backgrounds, different gender, and diverse political views, while remaining impartial and objective.
