General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

- Previous management experience in terms of leading teams and implementing projects
- Practical experience in rule of law/human rights
- Working knowledge of international human rights standards
- Demonstrable ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and in diverse political views, while maintaining impartiality and objectivity
- Cultural sensitivity and judgment
- Flexibility and ability to work under pressure and with limited time frames
- Professional fluency in English, both oral and written- especially in terms of report writing
- Ability to operate Windows applications including word processing and e-mail

Desirable:

- Knowledge of the regional political situation and the legal system of the mission area
- Previous international work experience and/or experience in field missions
- Knowledge of the local language or most common lingua franca spoken in the mission area

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Mission, the Programme Manager will perform the following duties:


- Develops and implements the Mission's Rule of Law/Human Rights Programme in accordance with the Mission's mandate and other relevant documents;
- Deals with policy formulation, strategy development, programme/project planning and implementation, and reporting;
- Advises and assists in the effective advocacy of the programme's goals, objectives and accomplishments and supports efforts to contribute to the Rule of Law programme;
- Liaises on rule of law policy issues with respective staff in the Mission, national authorities, civil society, and other international and local partners;
- Deals with activities in support of the main Rule of Law and Human Rights institutions and provides legal advice thereon;
- Prepares conferences and meetings related to establishment of the rule of law, and represents the Mission at expert group meetings organized by international organizations, governments and NGOs;
- Performs legal analysis to contribute to the substance of the Mission's mandate, programmes and projects;
- Supervises local staff members;
- Performs other duties as required.
