General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in the field of security management
  • Substantial knowledge of the political-military history and recent developments in the Mission area
  • Experience with security plans or Warden System
  • Proven experience in the supervision of staff
  • Excellent interpersonal and communication skills
  • Proven investigative skills
  • Professional fluency in English and Ukrainian, and/or Russian languages
  • Possession of a valid automobile Class 'C' driving licence
  • Good organizational skills
  • Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Prior experience of working in Eastern Europe and/or knowledge of the region
  • Experience in the field of police and/or military affairs
 
 
 
 
Tasks and Responsibilities

The assignment of the selected candidates will be initially until March 2015, subject to extension.

Under the direct supervision of the Special Monitoring Mission Security Officer (SMM SO), the Senior Security Officer:

  1. Assists the SMM SO in the execution of responsibilities with regard to the security of Mission staff, premises, programmes, and assets;
  2. Supports the SMM SO with all planning of security arrangements within the Mission's area of operations (including the Head Office and Field Offices) on their special security arrangements and plans, and ensures their implementation;
  3. Maintains and updates security and contingency plans and procedures to cover movement control of the monitoring teams, as well as the security listings of the Mission's staff; ensures that plans for relocation and evacuation are current and implementable;
  4. Analyses security-related information and conducts Security Risk assessments of the respective area of responsibility and suggests relevant measures;
  5. Conducts regular exercises (such as fire and evacuation drills, communication tests) to ensure staff preparedness for eventual emergencies;
  6. Ensures that Mission staff members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing of newly hired staff;
  7. Liaises with the regional Security Officers to keep abreast of the threat/risk levels in the regions under their responsibility, and undertakes necessary measures for risk mitigation;
  8. Establishes contacts with the host Government law enforcement agencies, and international and non-governmental organizations operating in the country, and liaises effectively with them on all security-related matters;
  9. Reports on all cases in which Mission staff have been the victim of criminal acts and initiates follow up action;
  10. Supervises five mission staff members;
  11. Performs other tasks as assigned.
