Mission Specific Requirements |
|
Additionally, this particular post has specific requirements:
Mandatory:

Knowledge of courtroom proceedings, in the areas of criminal, civil or administrative law and procedures

Knowledge of international human rights law

Experience of working with the courts or experience in court monitoring

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Demonstrated cultural sensitivity and judgment to local conditions and communities
-
Flexibility and ability to work under pressure and within limited time frame
-
Professional fluency in the English and Serbian languages
-
Ability to operate windows applications, including word processing and e-mail
Desirable:

Knowledge of the regional political situation and the legal system in the mission area

Experience in judicial reform or transitional justice
-
Previous international experience in field missions, preferably in South East European countries
-
Knowledge of other local languages or most common lingua franca

Tasks and Responsibilities |
|
The OSCE Mission in Kosovo, through its Legal System Monitoring Section, proactively monitors the law and justice system and engages in a variety of advocacy and capacity building efforts to ensure its compliance with applicable human rights and legal standards in Kosovo. The Mission's work in this regard is focussed on three portfolios: promoting access to justice for all communities, safeguarding fair trial rights; and improving the compliance of the legal framework with international standards. This position is principally focused on the access to justice portfolio. In support of this work, and under the direct supervision of the Chief of Legal System Monitoring Section, the Legal System Monitor:

Monitors criminal, civil or administrative law cases, including those conducted in the Serbian language and those involving persons and communities that suffer from an access to justice deficit;

Reports on a weekly basis on systematic human rights violations and other legal issues observed through monitoring the justice sector in municipalities where communities that suffer from an access to justice deficit are present;
-
Assists in drafting reports by providing statistical information and legal analysis of human rights violations in the areas of concern;
-
Maintains professional contacts with legal professionals within the justice system;
-
Performs other duties as required.
