Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office and the participating States. It groups horizontal services such as Executive Management, Press and Public Information, Legal Services, External Co-operation, Security Management, Gender Affairs and Central Records Management, and oversees the Prague Office. The OSG also ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of the Executive Management Section.

 
 
 
 
Tasks and Responsibilities

Under the general direction of the Director, Office of the Secretary General (D/OSG) and the day-to-day supervision of the Senior Co-ordination Officer, the Executive Officer's role is to provide support to the Secretary General and the OSCE Chairmanship-in-Office, namely by co-ordinating the work of the various departments and units of the Secretariat. More specifically, the incumbent will be responsible for:

  • Co-ordinating preparations and consolidation of inputs for the meetings and travel of the Chairmanship-in-Office, the Secretary General and D/OSG, including speaking points, briefing notes and background information, in co-operation with other departments and units from the Secretariat;
  • Advising on the Secretary General's meeting and travel schedules, co-ordinating his meetings and travel programmes and agendas, including via contacts with national delegations;
  • Attending and reporting on meetings of the advisory and decision-making bodies of the OSCE, including the Troika, the Permanent Council, the PrepComm, and bilateral meetings with the Chairmanship;
  • Attending and reporting on internal meetings of the OSCE Secretariat and the Secretary General with external interlocutors;
  • Ensuring implementation of decisions and action points set at the above-mentioned meetings;
  • Co-ordinating the activities of units of the Office of the Secretary General, particularly in relation to budget-related documentation (Statement of Programmatic Priorities, Programme Outline, Unified Budget, Programme Budget Performance Report, Mid Year Review); ensuring sound financial management and budgeting implementation for the Office;
  • Providing advice and clearance of OSCE budget-related issues, including reviewing extra-budgetary project proposals and other documents of the OSCE budget cycle;
  • Performing other related duties as required.
 
 
 
 
Necessary Qualifications
  • University degree in international relations, political sciences, administration, regional studies or related field; an advanced degree would be an asset;
  • A minimum of six years of progressively responsible professional experience in internal relations work at national or international levels;
  • Excellent diplomatic skills with ability to maintain neutrality in political analysis;
  • Ability to work independently;
  • Excellent knowledge of English, with excellent communication and drafting skills; working knowledge of other OSCE working languages, especially French and/or Russian, would be desirable;
  • Ability to operate Windows applications, including word processing, databases, e-mail and Internet;
  • Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
