General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in human resources management, public administration, international relations, international law or other related field
  • Proven experience in adult education or in the design, development, management and implementation of training courses for staff development
  • Ability to write and edit training materials
  • Good presentation and communications skills
  • Sound computer skills to include MS Power Point
  • Familiarity with multimedia presentation equipment
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree or equivalent in social sciences, international relations, human resources management or related field; additional military and/or police education is an advantage
  • Ability to analyse substantive issues, needs and programmes, to identify training approaches and techniques and to successfully respond to identified needs
  • Excellent communication, presentation and team-building skills
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and political judgement
  • Flexibility and ability to work under pressure and within limited time frames
  • Excellent oral and written communication skills in English
  • Ability to operate Windows applications, including word processing and email, and excellent PowerPoint presentation skills

Desirable:

  • Previous experience in working in Eastern Europe and/or knowledge of the region
  • Previous experience with the UN common system and/or other international organizations
  • Working knowledge of the Ukrainian and/or Russian language(s)
 
 
 
 
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Potential applicants should be aware that this is a non-family posting.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the direct supervision of the Training Co-ordinator and overall guidance of the Chief of Human Resources, the Training Officer performs the following tasks:

  1. Works closely with other training team members and Training Co-ordinator regarding any planned formal or informal training activities for all Mission members including local staff and adapts the text of the generic guidelines on needs assessment and the evaluation of formal and informal training activities to fit the requirements of the Special Monitoring Mission to Ukraine (SMM);
  2. Analyses existing training needs in the teams and develops new formal and informal training programmes for delivery specifically for safety, security and operations subjects, and ensures regular updates of training packages;
  3. Ensures close co-operation with the Mission's Team Leaders and Security Officers in the Monitoring Teams; seeks input in regard to developing relevant training subjects to correspond with identified needs; ensures co-operation with the Operations Unit and the Safety and Security Unit in the SMM Head Office;
  4. Identifies goals and learning objectives, develops the content of specific training materials on safety, security and operations as stipulated in the SMM internal Training Strategy;
  5. Together with the Training Co-ordinator, initiates and maintains training partnerships with other organizations and training institutions;
  6. Performs other related duties as assigned by the first and the second level supervisors.
