General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in human resources management, public administration, international relations, international law or other related field
  • Proven experience in adult education or in the design, development, management and implementation of training courses for staff development
  • Ability to write and edit training materials
  • Good presentation and communications skills
  • Sound computer skills to include MS Power Point
  • Familiarity with multimedia presentation equipment
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree or equivalent in social sciences, international relations, human resources management or related field
  • Ability to analyse substantive issues, needs and programmes, to identify training approaches and techniques and to solve operational issues
  • Excellent communication, presentation and team-building skills
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity
  • Excellent oral and written communication skills in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and political judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing and email, and excellent PowerPoint presentation skills

Desirable:

  • Experience of working in Eastern Europe and/or knowledge of the region
  • Experience with the UN common system and/or other international organizations
  • Knowledge of the Ukrainian and/or Russian language
 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Human Resources Officer, the Training Officer:

  1. Develops procedures/modalities to co-ordinate the training effort throughout the Mission and adapts the text of the generic guidelines on needs assessment and the evaluation of training activities to fit the requirements of the Special Monitoring Mission to Ukraine (SMMU);
  2. Analyses individual training needs and develops new training modules on conflict-sensitive project management and techniques for local capacity-building;
  3. Identifies goals and learning objectives, develops the content of and facilitates specific modules of the induction programme for new mission members and identifies additional modules of interest;
  4. Writes training materials, assesses the impact of training and identifies areas for improvement;
  5. Updates the programme and related training materials and hand-outs in co-ordination with relevant subject-matter experts in the Mission; evaluates feedback received from senior staff to design best-practice training modules;
  6. Monitors training programmes being run in the SMMU, evaluating relevance of topics and training materials/hand-outs;
  7. Initiates and maintains training partnerships with other organizations and training institutions;
  8. Supervises one national mission member;
  9. Performs other related duties as assigned.

The assignment of the selected candidate will be initially until 31 March 2015, subject to extension.
