General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


First level university degree or equivalent experience


Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Mission Specific Requirements

Additionally, this particular post has specific requirements: Mandatory:

  • Experience in relevant areas of militarized border guards, military related affairs, in particular training delivery, patrolling and surveillance
  • Work experience as a Professional Border Police, Police or Military Officer or Non-Commissioned Officer
  • Professional experience in relevant national law enforcement agencies or relevant military units; practical experience and theoretical knowledge of patrolling green border areas, including in a challenging environment
  • Qualified in one or more of the following specific areas: Long Range Reconnaissance Patrolling; Specialist Dismounted Infantry Reconnaissance; Close Rural Observation Patrolling; Experience in creating modular lesson plans and delivering theoretical, practical and field based training
  • Ability to teach the following subjects: Map reading and tactical navigation; Personal hygiene in the field; "Hard Routine" (extreme tactical discipline); Reporting procedures; Use of surveillance logs; Patrol techniques, planning and routine; Construction of covert Observation Posts; Tactical movement and field craft; Terrain analysis; Alpine training; Survival techniques; Prevention and detection of smuggling; Operational planning, principles; Rescue techniques; Mountaineering; First Aid and Medical Relief techniques; Joint field exercise; Practical Scenario Training
  • Ability and willingness to work as a team member with people of different cultural and religious backgrounds and diverse political views
  • Professional fluency in English, both oral and written
  • Ability to work under pressure and with limited time frames
  • Excellent 4x4 vehicle driving skills
  • Ability to operate Windows applications including word processing and e-mail


  • Working knowledge of the Russian language, both oral and written
  • Knowledge of Farsi or Dari
  • Experience with international organizations and/or foreign law enforcement agencies
  • Experience of working in the Central Asian region and/or knowledge of the region
Tasks and Responsibilities

Patrol Programming and Management project has been designed and developed by the OSCE Office in Tajikistan (OiT) to deliver an operational and practical Training Programme, which addresses the mid and long term needs of the Tajik Border Troops to achieve a rapid improvement of capacities and capabilities of the Tajik Border Troops to create own training system, to perform their operational activities effectively and enhance their ability to conduct joint operations with Afghan border police and Kyrgyz border troop services.

Under the supervision and direction of the PPL (Patrol Programming and Leadership) Project Manager, as part of the team, the Training Officer:

  1. Develops and delivers a course programme, using theoretical, practical and field training techniques and exercises to train students to plan and conduct long range tactical patrolling and covert human surveillance (observation) patrols in difficult terrain and under extreme climatic conditions for extended periods (up to 7 days at a time);
  2. Designs theoretical and practical training courses in accordance with the curriculum agreed by the OSCE OIT and Tajikistan Main Directorate of Border Troops;
  3. Provides training using surveillance, communications, survival and other equipment required to conduct long range surveillance patrols;
  4. Assists other specialist trainers employed on the project (operational planning, search and rescue, swimming and small boat operator and training of trainers etc.) as required;
  5. Sets and marks tests / examination for all participants at the end of each training course;
  6. Ensures completion of the evaluation forms for completion by all participating trainees on completion of each patrol leadership course;
  7. Produces written reports as required;
  8. Performs other duties as required
